Responsibilities:
Education and Experience:
Telecommunications Associate I – IV (Voice)
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronics, physics, and/or planning and analysis of electronics system and one year satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment; or
2. An associate degree from an accredited college including or supplemented by 12 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronics, physics, and/or planning and analysis of electronics systems and two years of the experience described in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and three years of the experience described in “1” above;
4. A satisfactory combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education not used for meeting the minimum requirements in “1” or “2” above may be substituted for experience on the basis of each 30 semester credits of undergraduate college education, including or supplemented by 6 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronic, physics, and/or planning and analysis of electronic systems for six months of the experience described in “1” above, up to a maximum of two years of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of the experience described in “1” above.
Special Note - Additional Requirements for Assignment Level IV
To be eligible for placement in Assignment Level IV individuals must have, after meeting the minimum requirements, at least two additional years of fulltime experience as
follows:
1) As a Telecommunications Associate (Voice) - Assignment Level I, II, and III working for the City of New York; or
2) Performing analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications, electronics planning, electronics management, and/or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity.
Desired Skills:
- Installation and Configuration:
- Coordinate the installation, maintenance, and inspection of telecom equipment, including public address systems, intercoms, SCADA-linked networks, emergency telephones, and radios.
- Supervise the setup and testing of fiber optics, multipair copper cables, and structured cabling (CAT6) relevant to NYCT facilities.
- Collaborate with vendors for implementing systems such as AFC, IACS, CCTV (including LIDS), and dynamic signage.
- Operations and Maintenance:
- Oversee the operation of voice telecommunications systems (analog and IP-based PBX, emergency telephones) and ensure ongoing system reliability.
- Conduct routine maintenance checks on networks (PSLAN, SONET, COE) and communications infrastructure, including emergency booths and bench wall monitoring systems (BMON).
- Coordinate with technical teams for troubleshooting, repairs, and preventive maintenance, ensuring minimal service interruptions.
- Project Management and Vendor Coordination:
- Manage telecommunications projects involving installation and upgrades, ensuring timely completion and budget compliance.
- Facilitate Communications Kickoff Meetings for new projects to review processes with contractors and stakeholders.
- Solicit and evaluate competitive bids from vendors for telecom projects and services.
- Monitor vendor performance, track service levels, and address issues related to contract compliance and repairs.
- Testing and Quality Assurance:
- Coordinate acceptance testing of new systems, ensuring compliance with Department standards and project requirements.
- Perform sample inspections of telecom equipment (radio cables, CAT6 cabling) and monitor network certifications.
- Participate in cross-disciplinary design reviews to provide input and ensure telecommunications aspects align with overall system goals.
- Documentation and Reporting:
- Maintain detailed logs of completed installations, network changes, and maintenance activities.
- Prepare regular status reports, including performance metrics for telecom systems and project progress summaries.
- Track equipment inventories, monitor invoices, and manage purchase orders for telecom services and materials.
- Technical Support and Emergency Response:
- Serve as a point of contact for resolving critical telecommunications issues affecting operations.
- Provide real-time support during emergencies, ensuring smooth operation of public address systems, fire alarm systems, and emergency communication devices (SPT, ET, EEBCS).
- Coordinate closely with the Department of Subways during emergency events requiring telecom system adjustments.
