RESPONSIBILITIES
The Project Manager, Maintenance Contracts, will oversee and manage service and supply contracts for major maintenance, capital improvement, and operational projects from inception to closeout. This role entails a comprehensive set of responsibilities, including:
 
- Developing and writing detailed technical specifications for projects.
- Performing accurate cost estimates for labor and materials.
- Directing and monitoring contractors to ensure the work is performed to standards.
- Approving all contractor payments, ensuring they align with the contract terms.
 
Additionally, the Project Manager will assist contract managers in preparing bidding documents and facilitating the award of contracts. This position requires extensive coordination with engineering, finance, legal, and maintenance departments across nine facilities to ensure seamless project execution.
 
Key responsibilities also include:
- Resolving contractor service issues in strict accordance with contract requirements.
- Ensuring accountability for the expenditure of several million dollars on contracts.
- Adhering to strict budget controls to maintain fiscal responsibility.
This role demands a high level of expertise, meticulous attention to detail, and exceptional communication skills. The Project Manager must be adept at managing complex contracts, fostering collaborative relationships, and ensuring that all projects meet stringent quality, time, and budgetary constraints.
 
REQUIRED QUALIFICATIONS
  • B.S or B.A. degree from an accredited institution in project management, planning, business administration, finance, engineering, or related field.
  • Minimum of five (5) years of experience in project management, specifically in managing maintenance contracts, capital improvement projects, and operational projects. Additional years of experience can be substituted in lieu of education as per below:
  • Associate’s degree and seven (7) years full-time work experience in administering, managing, and scheduling of contracts. OR
  • High School Diploma or its equivalent and nine (9) years full-time work experience in administering, managing, and scheduling of contracts.
  • Proven experience in developing technical specifications, cost estimation, and budget management.
  • Extensive experience with Microsoft Office Suite with high competency with Microsoft Excel
  • Driver's license valid in the state of New York.
  • Understanding of budgeting, contract management, and project administration in the field of service contracts
  • Able to exercise expert judgment while operating under pressure to meet deadlines and effectively respond to emergencies.
  • Knowledge of policy and procedures concerning project management, procurement, and contract management and administration, budget analysis, and writing technical specifications
  • Must be able to integrate authority and contractor schedules to obtain the timely completion of projects without impacting the authority’s ability to provide service to its customers.
  • Excellent communication and coordination skills with internal departments and outside governmental entities.
  • Ability to work in a multi-paced environment with great flexibility to handle multiple assignments and meet deadlines
  • Must have highly developed customer service skills, self-motivated and proactive team player
  • Excellent project management and/or organizational skills
  • Excellent verbal and written communication skills
  • Ability to travel to any MTA Bridges and Tunnels facility as needed
  • Ability to respond 24/7 in emergency situations
