ABOUT THE AGENCY
Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.
JOB SUMMARY
This position involves the coordination of capital projects. This position will provide direct support to Project Managers and their respective Directors upon assignment, in the Special Projects Department, with the management and coordination of design and construction activities performed by outside Consultants/Contractors and LIRR's Force Account Personnel.
Duties include preparing reports, presentations, analyses, and proposed recommendations. Provide assistance with the preparation of schedules, estimates and
project controls; reviewing and recommending approval of invoices, contract changes and consultant proposals; coordination of design and construction issues; ensuring a safe working environment relative to corporate safety policies and procedures and ensuring project adherence to Special Projects Departmental Procedures and Guidelines.
DUTIES AND RESPONSIBILITIES
Include but are not limited to:
- Assist with departmental goals, initiatives and strategies.
- Exercise good people skills and promote cooperation and partnering with other departments.
Project Management
- Monitor issues that affect project performance.
- Monitor project scope, schedule and budget.
- Interface with User Groups, Operating Departments and Public Affairs.
- Perform field visits.
- Assist in managing project closeouts and CAMP (Commissioning, Acceptance and Maintenance Plan) processes.
- Conduct monthly project meetings.
Project Administration
- Prepare reports, presentations, research papers and executive studies.
- Prepare meeting minutes.
Coordinate in-house and third-party correspondence. - Review and approve transmittals.
- Project filing and documentation control

Manage Contractor/Procurement Process
- Assist in the preparation of schedules, estimates and project controls.
- Assist in developing procurement packages.
- Facilitate the distribution and review of submittals and deliverables.
- Review, validate and disposition transmittals and invoices from both Force Account and third party.
- Assist in contract management.
Special Assignments
- Perform other assignments as requested by the SP Director.
- Participate in special assignments representing SP, as required.
Safety/Quality Process Improvements
- Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
- Review project documentation for completeness and accuracy.
- Ensure QA Plan verifications are performed and documented.
KNOWLEDGE, SKILLS AND ABILITIES
Required:
- Must possess knowledge of the construction industry (buildings, bridges, railroad facilities, civil, electrical, mechanical trades, signal, communications and power)
- Must possess working knowledge of project planning, scheduling and estimating for construction trades (all disciplines).
- Must be able to read and interpret construction plans.
- Must be able to organize reports, have the ability to analyze data and recommend solutions to coordination problems.
- Must possess proficient computer application skills (Windows environment- Microsoft Office).
- Must possess strong business administration skills (i.e. report writing and spreadsheets).
- Must possess strong communication, interpersonal and presentation skills.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Engineering, Construction Management, Business, or other related fields of study. Demonstrated directly related, recent equivalent experience and education may be considered in lieu of the degree requirement, subject to approval.
- Must possess prior construction/engineering/manufacturing/project management experience.
The following is/are preferred:
- Bachelor’s degree in Civil, Electrical or Mechanical Engineering.
- Familiarization with Contract Documents, Specifications and Plans. (CSI format – Construction Specifications Institute)
- Knowledge of railroad operational needs, FRA (Federal Railroad Administration) policies and safety issues governing the Long Island Rail Road.
SPECIAL REQUIREMENTS
- This is a safety sensitive position and subject to toxicology testing.
RATE OF PAY
The starting rate for this position is $38.5888/hour (80% of the full rate). The annual wage progression scale is as follows:
Year 1= 80%
Year 2= 90% ($43.4124/hour)
Year 3= 100%
The 100% full rate of pay is $48.2360/hour.
This salary is non-negotiable, based on the Brotherhood of Railroad Signalmen 241 Bargaining Agreement. Accordingly, please be advised that the terms and conditions of employment for this position are subject to the collective bargaining agreement.
SENIORITY
Applicants will establish seniority in the Brotherhood of Railroad Signalmen 241 Union, the union representing Project Coordinators, in accordance with the union's current collective bargaining agreement.
Members of the BRS Local 241 are subject to an initiation fee and monthly union dues.

Selection Criteria
Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. To be selected for a position, one must meet the following criteria: (1) satisfy the minimum requirements listed in the job posting, (2) if applicable, successfully pass a written and practical exam, (3) satisfy a background investigation (including but not limited to, employment, education, and criminal history), and (4) pass a verbal interview. Long Island Rail Road may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Failure to pass any step within the hiring process will result in the disqualification of your application.
This is a safety sensitive position and subject to toxicology testing.
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
Additional Criteria for Current Employees:
- Current Long Island Rail Road employees must be in active service to be eligible for consideration.
- Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable. If you are transferring to another craft, you may be required to forfeit your seniority in your present union.
- Non-agreement employees must have worked in their current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
