This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:
This position is responsible for the day-to-day management of staff and for the processing of employee time for payroll and time/leave benefits administration for all Long Island Railroad employees
The LIRR Senior Manager, Timekeeping/Payroll will be responsible for managing the LIRR Payroll Unit managers and professional staff who process time& pay; accrual adjustments, reviews and perform timekeeping/payroll reviews, audits, and closings; responding to employee inquiries (including department time administrator, Labor relations reps, union reps etc); performing various pay reconciliations and various pay calculations including but not limited to GWI/promotional retros, termination Lump payouts, personal expense reimbursements, 1/52nd rates, 1/5th promotional retros, mileage reporting, and various labor stipulations (scope violation, and additional labor agreements); acting as final approver on various payments. The senior manager will also work closely with IT, consultants, and/or any agency-related system leads to maintain and update the Kronos timekeeping system as required.
Responsibilities:
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Responsible for the management of staff involved in the weekly processing of time and leave for all LIRR-paid employees. Including the receipt, review, and processing of time documents and electronic files from payroll sub-systems to calculate net wages and Kronos payroll reviews/adjustments/submissions and back up payroll closing processes.
- Lead a core resource group responsible for the development, functional and technical design, project management, and implementation of new initiatives and processes. Manage payroll/ timekeeping systems and other source-to-gross systems (i.e., MDS, TEAMS, PeopleSoft, etc.) enhancements and ensure the integrity and accuracy of Timekeeping/Payroll systems and processes.
- Advise technical consultants regarding business requirements, system process flows, and impacts of technical modifications on Timekeeping/payroll functionalities.
- Provide functional support to ensure Timekeeping/payroll system maintenance requirements and automate special payroll calculations for accuracy.
- Develop the Internal Controls program review process for timekeeping/payroll functions such as off-cycle checks, final payouts, and weekly payroll processing. Coordinate the execution and preparation of reports of internal control testing and results.
- Manage year-end tax reporting and various gross wages analysis. Assist with the annual year-end, year-end accounting requests, vehicle usage calculation for W2s, and annual system process (i.e., holiday updating, leave adjustments, etc.) processing, including processing W-2's.

Required Education and Experience:
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Finance, Business, Transportation, Public Policy, or a related field, or an equivalent combination of education and experience may be considered in lieu of a degree
- Minimum 6 years in a Payroll/Timekeeping function to include payroll processing, auditing, analysis, and reporting.
- Minimum 2 years in managing and monitoring employees
Preferred Education and Experience:
- Knowledge of Payroll rules and collective bargaining agreements (CBAs) that govern payment to employees.
- Demonstrated ability to work with New York City Government, elected and other public officials, as well as any staff, External agencies may include the Governor’s Office for New York State, New located at other federal or state agencies or authorities.
