POSITION SUMMARY:
This position has direct accountability for process improvement, analysis and reporting of all personnel and salary and wage expenses in the Department of Buses. Assigns and directs staff responsible for reporting on salary and wage expenses and process improvement in timekeeping operations. Leverages data, reporting and software applications to improve the transparency and visibility of our staffing and labor expense information. Performs audits of depot timekeeping and staffing operations. Provides employees with direction regarding compliance with NYCT rules, regulations, effective labor relations and personnel policies. Implements training programs and develops talent.
RESPONSIBILITIES:
- Performs variance reporting and analysis on salary and wage expenses and labor hour utilization.
- Monitors depot and shop utilization of overtime against budget.
- Recommends and implements successful strategies to better utilize overtime within budget.
- Assists in the development of applications, reports and presentations to executive management that effectively communicate Buses performance in labor utilization.
- Collaborates and communicates with operations personnel to provide clear strategic direction on utilizing best practices for timekeeping and staffing functions.
- Partners with Strategic Planners and GSs of Support Services to improve our utilization of labor resources.
- Works with management to develop and improve our staffing procedures and policies in a manner that comply with our collective bargaining agreements.
- Performs regular compliance audits on the data in UTS, Spear and Bus trek to ensure adherence to policy and procedures.
- Utilizes software applications and data visualization tools to make timekeeping and staffing more efficient and transparent.
- Develop standard operating procedures for depot and shop staffing and timekeeping.
- Partner with depot operations to standardize the way we utilize overtime.
- Create standard operating procedures that support financial reporting, depot timekeeping, and labor resource utilization.
- Create a sustainable program that develops future GSs of Support Services and dispatchers who perform timekeeping functions.
- Train depot operating to utilize data visualization tools to become more efficient and accurate in their job functions.
- Prepare executive reporting and presentations for the Office of the NYCT President and Buses EVP related to financial performance, availability, timekeeping and OT utilization.
EDUCATION AND EXPERIENCE:
- Degree Required: Bachelor’s
- Major Field of Study: Business, Economics, Finance or Data Science or a satisfactory equivalent.
- Total Number of Years’ Experience: 10 years
- Years of Managerial/Supervisory Experience: 5 years
DESIRED SKILLS:
- Knowledge of the environment and operating of a mass transit system in a large union environment.
- Knowledge of financial and timekeeping systems. Ability to effectively manage a group of employees in a fast paced and highly data-driven environment.
- Good working knowledge of labor relations and collective bargaining agreements.
- Superior competency with leveraging technology to implement process improvements.
- Previous experience in project management.
- Experience in timekeeping and staffing operations.
- Ability to effectively communicate with employees at all levels in the organization, including represented employees.
- Strong Verbal, communication and quantitative skills.
