Job Title: Request for Consideration – Police Officer, Cyber Crime Squad
Dept/Div: MTA Police Department, Intelligence Division
Supervisor: Detective Lieutenant/Sergeant, Intelligence Division
Location: Various
Hours: Ten (10) hour and sixteen (16) minutes shifts, four (4) days per week, three (3) consecutive rest days
Summary:
The Intelligence Division is seeking qualified members in the rank of Police Officer, interested in joining their division’s Cyber Crimes Squad (“CCS”). Members assigned to CCS support investigations centered around computers/technology and are designated first responders at incidents involving information systems. CCS is responsible to collect, preserve and analyze digital and computer related evidence. CCS is responsible in providing a digital forensic response to crime scenes.
Responsibilities:
The Cyber Crime Squad is also responsible in providing technical equipment and support to the MTA Police Department, including but not limited to:
· Monitoring the internet and social media for threats made to the MTA.
· Respond to incidents effecting MTA-owned SCADA/OT networks.
· Provide technical assistance on investigations involving electronic devices or computer networks.
· Collect, preserve, and analyze digital evidence related to electronic devices to include but not limited to, computers, cellphones, embedded devices, storage devices etc.
· Collaborate with members of the Detective Division in ensuring digital evidence is validated and presented accurately to court systems.
· Remain abreast on topics and news related to emerging techniques, tools, and best practices within the Cyber Security and Digital Forensic sectors.
· Train MTAPD personnel on methods of collecting/preserving digital evidence.
· Keep members apprised on current cybercrime threats and trends.
· Retrieve and when required, enhance video and audio from a varying recording system - even when such systems are rendered damaged or of proprietary, such as On-Board Video.
· Perform video/audio editing, when requested.
· Collaborate with MTA representatives in combatting cyber-security threats.
· Implement Technical Surveillance Counter-Measure (TSCM) services when required.
· Deploy and command the MTAPD Drone program.
· Deploy and command MTAPD anti-UAS technology and equipment.
· Install and maintain MTAPD surveillance equipment, to include pinhole cameras, covert cameras, overt cameras, pole cameras and LPR systems.
· Liaison with Federal, State, and local law enforcement counterparts to properly investigate and prosecute cyber-security cases.
· Other duties as assigned.
Qualifications:
Applicants must possess the following qualifications/requirements to be considered:
· Possess, at minimum, three (3) years of experience within the rank of Police Officer with the MTA PD.
· Possess an FAA, Part 107 certification or present documentation indicating the applicant is in the process of.
· A track record showcasing the applicant is proactive and displays initiative.
· Detailed technical knowledge of computer and network systems.
· Knowledge of attack vectors and information systems penetration techniques.
· Detailed knowledge related to computer architecture, networking technology/tools, firewalls, and proxies.
· Experience in low voltage systems and wiring.
· Experience in installing, servicing, troubleshooting, and maintaining CCTV systems.
· Exceed in technical literature and presentation.
· Possess the ability to communicate and work well in a team-based setting, while being self-sufficient when required to perform solo tasks.
· Ability to maintain, daily, the police forensics lab while managing multiple tasks and projects.
· Ability to operate all department-owned CCS equipment.
· Exceptional written and communicative skills.
· Capable of ascending ladders and installing equipment in remote locations.
· Required to be on call in the event of an emergency and work flexible hours, to include evenings and weekends.
· Successfully pass an interview administered by the panel review board.
· Commit to CCS assignment for a minimum of two (2) years.
Education and Experience:
The following skills and qualifications are required:
· Experience in MS Office to include Word, Excel, Access, and PowerPoint.
· Prior experience or a demonstrated ability to conduct comprehensive investigations (computer forensic investigations experience is preferred).
The following skills and qualifications are preferred, but not required:
· Prior documented training in electronics, cybercrimes, digital forensics, and related fields.
· Experience in Adobe products to include, but not limited to, Photoshop, Illustrator, and Premiere - CFCE, CISSP, SANS GCIH, "EnCase" Certified Examiner.
· Prior experience in the field of computer forensic investigations is highly preferred.
Other Information:
· Police Officers assigned to the CCS, shall, upon application, be promoted to the rank of Detective after having completed eighteen (18) months in the CCS, subject to applicable terms of the CBA.
· Upon selection, CCS members must certify and maintain a Department Authorized, Computer Forensics Certification.
· Applicants who meet the above listed qualifications will be permitted to participate in a panel interview. Interview and ability to meet all or partial criteria(s) is not a guarantee of assignment.
· Candidates who have substantiated discipline/suspension or who have a documented history of lateness or absenteeism not related to sickness or work injury may be removed from interview consideration or consideration for the position.
