Position Objective:

This position is directly responsible for coordinating and ensuring compliance with the required FRA and Metro-North testing and inspection procedures for all West of Hudson and East of Hudson wayside signal systems.  Additionally, this position requires direct coordination with the maintenance of equipment department senior personnel in all cab signal interfaces and post-incident investigations. 

Responsibilities:

• Directly responsible for ensuring the accuracy of the mission-critical testing, inspection, and documentation of the East and West of Hudson wayside signal system as mandated by the FRA and Metro-North requirements. Direct personnel in safe inspection and testing procedures.
• Uniquely responsible for investigating malfunctions, as a source expert, at interlockings, wayside locations, grade crossing, yards, and right-of-way. One of the “first responders” for safety incidents. Generate required reports & documents as necessary.
• Manage the signal department’s computerized tracking system for signal systems and component testing.
• Serve as technical liaison for Operating Rules and investigations between the Signal Department and other Metro-North Operating Departments.  Act as C&S representative and voting member on the Cab Signal Committee.
• Provide technical support to the (FRA) and (DOT) Department of Transportation during their field inspections and audits.
• Provide classroom and field training on signal system testing and related procedures.
• Participate in updating procedures and review cut-over installation testing plans.
• Ensure that all required testing procedures are integrated with the introduction of new signal systems or apparatus such as the new PTC wayside and onboard system.
• Perform safety critical audits, 24/7’s and FRA-mandated efficient testing.

Required Qualifications:

Required Knowledge/Skills/Abilities:

• Strong oral and written communication skills.
• Strong analytical skills for the identification and resolution of signal system malfunctions modes of operation and failures.
• Strong knowledge of testing and administrative requirements contained in CFR part 235, 234 and 236.
• Working Knowledge of Microsoft Office (Word, Excel, and Access), PowerPoint and /or comparable applications.
• Strong Knowledge of Metro-North C&S 1, 2 and 3 procedures and administrative requirements.
• Strong knowledge of signal design principles.
• Strong knowledge of vital relay, vital microprocessor, switch machine, crossing systems and general signal equipment.
• Knowledge of onboard cab signal system operation, cab signal rules and testing procedures.
• Ability to instruct personnel in testing and inspection procedures.
• Ability to effectively communicate with all levels of management and external contacts.
• Develop and manage service and equipment database inventory.
• Must be able to work in a high-profile/high-pressure environment.
• Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
• Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program.
• Availability 24 hours 7 days required.

Required Education and Experience:

• Bachelor’s degree in Electrical Engineering or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of experience may be considered in place of a degree.
• Minimum (5) five years of experience encompassing all aspects of wayside railroad signal system testing, inspection, and apparatus characteristics and applications.  Includes vital relay, microprocessor, and related technology.
• Five years of hands-on experience in commuter rail DOT and FRA testing requirements and procedures.
• Five years’ experience in performing audits of test documents and reviews of per-cutover test plans.

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
