Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Please note that this position has been designated as a “Policy Maker” pursuant to the New York State Public Officers Law & the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics.
DUTIES AND RESPONSIBILITIES:
- Manage the advertisement and award process for Engineering disciplines, as specified by applicable CBAs. To determine appropriate force account levels and determine which positions should be created or eliminated/abolished to ensure these meet project and production goals and maintain equilibrium with headcount.
- To assist in the implementation/maintenance of SmartForce as a comprehensive database/information resource for all Engineering disciplines.
- Manage and maintain all rosters and qualifications. Manage and process the documentation required for weekly canvassing and call out requirements.
- Answer questions from and provide guidance to operational managers regarding administrative procedures and policies and interpretation of CBA rules. Assist in researching information for union inquiries/claims/grievances at the department level.
- Assist in the annual vacation selection process; draft vacation selection memos and references; distribute vacation entitlements; review and resolve entitlement discrepancies.
- Perform other assignments at the request of Engineering department senior management.

REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor’s degree in Business or related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
- Must possess 4 years progressively responsible related professional administrative experience.
- Must possess prior supervisory experience.
- Knowledge of corporate policies and procedures.
- Knowledge of collective bargaining agreements.
- Must possess strong computer skills, with specific working knowledge of Microsoft Excel, Word, and Outlook.
- Strong verbal and written communication, analytical, presentation, organizational, and time management skills.
- Must be self-motivated with the ability to motivate and influence others.
- Ability to exercise sound judgment and represent the department with a professional demeanor and a high degree of integrity and reliability.
- Must be available to work extended hours and/or weekend hours if necessary.
- Experience in an LIRR administrative department.
- Knowledge of Engineering’s collective bargaining agreements, including BRS, IBEW, IRSA, and SMART.

- Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
- Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

- LIRR: In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
