Summary
MTA C&D's Development Department is responsible for managing what, when, and how the MTA builds its capital program – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance; and strategically pursuing major transit expansion projects.
The Vice President Capital Finance Management is a senior leadership role within MTA C&D’s Development Department. This position is responsible for overseeing the financial and strategic coordination of the MTA’s most complex and high-profile expansion projects—including Second Avenue Subway Phase 2, Interborough Express (IBX), and Penn Station Access—as well as leading cross-agency initiatives and special projects that support the MTA’s long-term capital planning and delivery goals.
This executive will oversee a cross-functional team, ensuring alignment across project delivery, funding partners, and internal stakeholders. The VP will play a critical role in shaping the MTA’s Five-Year Capital Plans and Twenty-Year Needs Assessment, while also driving innovation in capital program execution, funding strategy, and interagency coordination.
Responsibilities
Provide executive leadership and strategic oversight for the MTA’s portfolio of expansion projects, ensuring that they are delivered on time and within budget.
Supervise and mentor staff responsible for program coordination, budget development, and funding compliance.
Lead the development of the expansion portfolio for the MTA’s Five-Year Capital Plan and contribute to the Twenty-Year Needs Assessment.
Provide budget support and guidance to the expansion project delivery teams within the MTA Major Projects and Expansion Program, including the development of commitment plans, budget modifications, and capital program amendments.
Serve as a primary liaison with federal, state, and local funding partners to secure and manage capital grants and ensure compliance with funding requirements.
Direct the implementation of capital budget control procedures across expansion portfolio projects.
Monitor cash flow/burn rates during construction and closeout phases to assess overrun potential.
Monitor/control the use of reserves and contingency funds.
Lead cross-functional initiatives and special projects that support MTA-wide strategic goals, including interagency coordination, policy development, and innovation in capital delivery.
Represent the Development Department in executive-level meetings, Board briefings, and external stakeholder engagements.
Provide analysis and reporting documents on capital program performance to MTA leadership, MTA Board members, and external oversight bodies.
Advise the SVP and other senior executives on programmatic strategies, funding opportunities, and organizational improvements.
Education and Experience
Bachelor’s degree in Transportation, Urban Planning, Business, Public Policy, Architecture/Engineering, Construction Management, Finance/Economics or a related field required
A Master's degree in public policy, public administration, public affairs, or business administration is strongly desired.
Must have a minimum of sixteen (16) years of experience in Transportation, Urban Planning, Business, Public Policy, Architecture/Engineering, Construction Management, Finance/Economics or a related field.
Must have a minimum of twelve (12) years of managerial experience, including oversight of large teams and complex capital programs.
Familiarity with the MTA’s accounting and financial systems, including IMPACT, PSR, and PeopleSoft, preferred.
Substantial experience leading and managing contractors, subcontractors, or vendors.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker to align business goals with solutions to drive process improvements.
