Summary

The Deputy Chief Development Officer for Planning leads a team that determines MTA’s Capital investment priorities through extensive internal and external assessment and evaluation processes. The investment priorities are reflected in MTA’s Twenty-Year Needs and 5-year capital programs directing hundreds of billions of infrastructure investment.  In addition, the team relies on partnerships with regional and local entities to enhance joint planning and community development, and promote transit-oriented development through strategic deployment of MTA assets. The position also works with the private sector and MTA agencies to deliver technology improvements to its operations and customers. The incumbent has considerable freedom of action in many areas to develop and execute strategy articulated by the President of Construction & Development, Chair and MTA Board.  Has broad authority for the strategy, governance, and direction of the group.

Responsibilities

Oversee, direct and guide 4 direct reports (Capital Strategy and Planning; Long Range Planning, Transit Oriented Development and Broadband Strategy). 

Ensure the responsibilities and accountabilities of these teams are executed in a timely and effective manner. 

Establish strong working relationships within Planning Department as well as with senior leadership at MTA C&D and other MTA agencies. 

Direct a comprehensive planning process that identifies critical investments in core assets for both near and long term.  The process must incorporate existing information, identify new data that should be gathered, and create asset strategies that drive life cycle investment throughout the entire system.  In addition, overarching goals such as climate resiliency/sustainability, accessibility, and equity must also be incorporated into the planning process.

Continuously improve the planning process as more data becomes available.  Oversee regional long range planning process that guides MTA network expansion investments to expand capacity, reach and resiliency of the system.   Identify, refine and evaluate investment proposals that are critical to understanding and preparing for the region’s future.  Continue to improve and refine the project selection framework that includes standard project parameters (ridership, travel-time savings, equity, etc.), incorporates best practice approaches comparing projects, garners community input and trust, and guides MTA network expansion investments. 

Guide the Transit-Oriented Development (TOD) strategy to forge partnerships with the public and private sectors to promote smart growth and maximize revenue and in-kind value of the area directly around MTA assets. Ensure that the strategy is integrated with MTA’s overall capital strategy for facilities and station environment. 

Forge strong relationships with the private sector to deliver innovation and critical infrastructure through a variety of complex business arrangements including public-private partnerships particularly in the area of broadband and cellular connectivity.  Enhance data and voice connectivity for MTA customers system-wide through public private partnerships.  Ongoing uses and benefits must be continuously identified and managed in cooperation with C&D, agency and HQ communications staff.

Realize synergies between directors of Transit Oriented Development, Regional Long-Range Planning, Capital Strategy and Planning, and other agency stakeholders to upgrade/rebuild MTA facilities to meet future needs while also allowing for joint development in a way that provides benefits to the MTA and the surrounding neighborhoods.  

Education and Experience

The position requires an Advanced degree (e.g. MPA, MBA, JD, PE, Masters in Planning)

Must have a minimum of (15) fifteen years of professional experience in transportation or government. 

Able to identify issues across many disciplines (land use, service planning, public finance and funding, legal, communications, operations, community relations, contractual arrangements, etc.) to assist in the development of creative solutions and new ways of doing business that result in the best outcome for the MTA. 

Must be able to build consensus and implement new processes in a complex organization with multiple internal and external stakeholders.

Possesses excellent communication skills, both oral and written, as well as excellent quantitative, analytical and problem-solving skills.
