*This position is eligible for telework which is currently one day per week.  New hires are eligible to apply for telework 30 days after their effective date of hire.

 

SUMMARY:

Reports to the Director of Compliance Support and collaborates with other direct reports and peers.  Supports and secures relationships with vendors, business partners and other departments.  Supports drug/alcohol testing functions compliance with Title 49 Part 40 (Procedures for Transportation Workplace Drug and Alcohol Testing Programs), as well as DOT mode regulations.   

 

The Manager supports assigned responsibilities relative to monitoring and reporting drug/alcohol testing compliance of MTA DOT-regulated contractors, collaborating with MTA agency stakeholders to ensure Drug & Alcohol Programs business processes and technology align with OHS (Occupational Health Services) responsibilities mandated by federal regulation and MTA policies, monitoring the sustainability of Drug & Alcohol Programs processes, as publishing related procedures and training material, identifying and effecting business process/technological improvement initiatives, and supporting accounts payable  along with related procurement tasks/functions.

 

RESPONSIBILITIES:

  • As a direct report to the Director, tasks would include collaborating with OHS, Human Resources, Labor Relations, Technology, and other MTA stakeholder teams to: 
    • Monitor regulated and non-regulated drug/alcohol testing functions and processes.
    • Test and analyze process, workflow, and technology to validate production efficiency.
    • Develop strategies to address process/technological gaps, workflow underperformance, and to improve production efficiency.
    • Collaborate with stakeholders to develop a process/technological improvement initiatives and plans, identifying key milestones, goals, timeline, and resources required to successfully complete each initiative.
    • Publish status of improvement initiatives and implementation progress updates.
    • Prepare training material and other documentation for employees/departments impacted by new/modified process/technology initiatives.
    • Following implementation of new/modified process/technology initiatives, confirm success by assessing output and metrics (e.g., turnaround, quality, productivity, employee satisfaction, etc.)
    • Develop and maintain workflow/process mapping and other procedure documentation.
  • Generate and monitor key performance indicators (KPIs) and produce routine reporting for senior OHS leadership.
  • Manage and  oversee drug/alcohol testing programs of MTA contractors to ensure all testing/management functions align with regulatory requirements, including, but not limited to workplace drug/alcohol testing policy, previous employer verification of job applicant testing history, supervisor excusal of random/follow-up testing, supervisor referral for post-accident/reasonable suspicion testing, supervisor/employee training, secured maintenance of testing records (electronic and hard-copy), MIS reporting, etc.
  • Ensure all service agent certifications and supervisor/employee training records are managed/maintained across all MTA agencies.
  • Other related duties as assigned.

  • Working knowledge of Microsoft Office applications, including Outlook, Excel, Word, and PowerPoint, as well as video web conferencing tools, such as Teams, Zoom, GoToMeeting, etc.

 

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in Business Administration, Organizational Development, Industrial Engineering, or a related field.
  • Two (2) years’ experience relative to business process review and development.
  • Two (2) years’ experience managing professional staff.
  • A combination of related experience, education, and/or credentials relative to business process improvement may be considered in lieu of a bachelor’s degree. 

 

PREFERRED:

  • Master’s degree in a related field.
  • Developing and implementing interdepartmental policies/standards/procedures
  • Experience in driving change management across multiple teams/departments/organizations
  • Proficient in federal regulation relating to mandated workplace drug testing, including Title 49 CFR Part 40, as well as Parts 655, 219, and 382 regulations.
  • Proficient in drug specimen collection and alcohol testing procedures.
  • Familiarity with MTA operating rules, collective bargaining agreements, as well as MTA policies and system applications.

 

GENERAL:

  • Attendance at annual industry conferences relative to workplace drug/alcohol testing and federal regulations may be required.
  • Travel to various MTA locations may be required.
  • Work outside of normal business hours (i.e., evenings, weekends, and holidays) may be required.
