Telework:

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

The primary responsibility of the Senior Analyst - CCU Operations is to establish and maintain accuracy in the MTA Bridges and Tunnels Kronos 8.1 agency time and leave system. This involves ensuring the precision of data in FLOGS, roll call, and other statistical databases, as well as generating relevant reports on overtime and time & leave usage to guarantee the accuracy of wage payments and time & leave accruals. Access to PeopleSoft may be required to review pay and job data status for Kronos accuracy.

Key Responsibilities

  • The Senior Analyst - CCU Operations will assist specialists in resolving employees' pay and leave usage discrepancies based on retroactive awards and notices of decision. Additionally, they will aid Specialist in researching and drafting pay adjustments, off-cycle check requests, Deductions Not Taken (DNT), and special payrolls. They will also support Specialist in updating Leave Cases, conducting research, and resolving leave case and/or leave exception discrepancies. Furthermore, they will provide mentorship to CCU Operations Analysts and serve as the Specialist backup.
  • In addition to resolving weekly and bi-weekly payroll discrepancies, the Senior Analyst CCU Operations will ensure that overtime and leave exceptions are accurately updated for the timely submission of payroll and provide data analysis to MTA B&T department Senior Staff for their decision-making processes.
  • The role involves assisting with the administration of departmental policies and conducting business, operational, and administrative analyses in the areas of time & leave usage and overtime expenditures. The Senior Analyst - CCU Operations is responsible for supporting the evaluation, analysis, and presentation of Operations/Maintenance Department goals, audits, internal controls, and reporting performance.
  • The Senior Analyst - CCU Operations will also contribute to the production of operational reports, studies, and analyses. They will be responsible for processing 26 payrolls and 10 special payrolls in a TBTA leave year on tight deadlines and providing smooth 24/7 operations support for all unit/agency functions. They will be assigned to support various timekeeping functions including Separations, Reports/Audits, Orientation, and Operations Support.
  • Adherence to internal controls procedures and guidelines, budgetary tracking, and reconciliation processes is essential. The Senior Analyst - CCU Operations will collaborate closely with MTA Bridge & Tunnel department/facilities and work directly with department managers/supervisors to reconcile timecards.
  • Performs other duties as assigned.
  • Complies with all policies and standards.
  • May be required to work hours outside regular work hours, as applicable.
  • Observes the work performed by contractors, as applicable.
  • Reviews invoices and approves them if the work has contractual standards, as applicable.
  • Addresses performance issues with the contractor when possible, as applicable.
  • Escalates issues to other parties when needed, as applicable.

Qualifications:

Bachelor’s degree in finance/accounting or a related field.

Must have a minimum of five (5) years related work experience.

Additional years of experience can be substituted in lieu of education.

Minimum of three (3) years business/analytical or budget monitoring and development experience.

Proficient level with Microsoft Office Suite (Excel).

Experience with timekeeping operating systems

Good communications (both written and verbal) skills are required to deal with the internal and external customers

Ability to manage a budget.

Ability to seek out, sort and compile data into useful information formats.

Excellent organizational skills and attention to detail.

Preferred

Operations experience is desirable.

Experience with KRONOS timekeeping system

Knowledge of the operations contracts, policy and how the information is reported to senor staff.

Knowledge of general accounting and financial reporting.

Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
