Position Objective:

Oversee, direct, and monitor Transportation Department employees.  Providing Roadway Worker Protection [RWP] in support of Capital Projects to ensure conformity with CFR214 and to provide for the safe passage of trains.

Responsibilities:

  • Ensure all RWP and Operating Rules are adhered to Right of Way [ROW] construction work-site locations under position jurisdiction through daily on-site monitoring of projects and proximate train operations.
  • Participate in Local Safety Meetings.
  • Participate in quarterly Safety Stand Down days within District for Transportation.
  • Complete all safety/incident/injury reports as assigned for both employees and outside contractors.
  • Post FRA reportable injury list in all crew bases within their district when covering/assigned operating terminal.
  • Perform site inspections to assure compliance with all RWP, and operating rules, as per established standards.
  • Complete site inspection forms to document findings and track corrective measures/actions.
  • Perform required number of ETS checks monthly.
  • Coordinate random drug and alcohol screening of train crews, yard masters, and Conductor Flags.
  • Proactively supports the Metro-North Railroad safety program through execution of Operating Division safety plan elements including safety observations, daily job briefings, and incident investigations.
  • Order Flag assignments to fulfill contractual obligations and ensure worksite safety and efficiency.
  • Review project requirements and schedules to minimize impact on daily train operations. Participate in weekly, monthly, and annual track usage planning meetings.
  • Attend project coordination meetings, to maximize efficiency of flag support and to coordinate work to have minimal impact on the Operations.  
  • Maintain active liaison with other departments to assure timely coordination of project status, support services required, operational impacts and schedule integrity.  Must be able to work with other Metro-North departments, outside agencies, and private contractors.
  • Ensure that functions requiring Flagging support are covered through coordination with CMC confirmation of on-site availability of assigned Flag positions.
  • Verify Flag assignment payroll documents.
  • To assure proper maintenance of cost controls through budgetary and contractual compliance using JOTS, CMS, and Capital Construction Management to verify all time claims generated within an area of responsibility to assure fiscal compliance. 
  • Review construction and staging plans with respect to the operating envelope.
  • Observe and report on compliance with all Operating and Safety Rules.
  • Liaison with the Rules Department in which Operating Rules documents are drafted and issued in support of Capital Projects. Monitor crew register room compliance for all required company and federally mandated documents.
  • Manage and support District service delivery functions affecting on-time performance, communications, and safety.
  • Perform meet and greets on specific initiatives as set forth departmentally.
  • Interface/communicate with the OCC in regard to the Daily Operations Report in order to close out, final dispositions and clarification of Train Incident Log Items that occur on their tour of duty.
  • Daily, responsible to provide and research Train Incident Log Items and disseminate information clearly in a Transportation Log Report for their shift/District.
  • Support environmental compliance activities.
  • Complete required annual training in regard to Environmental compliance.
  • Immediately respond to main line incidents, clear safety hazards, and aggressively work to assure a safe, clean environment for employees and customers. Trainmasters are routinely first responders.
  • Be qualified on all required NIMS training.
  • Assist the District Superintendent when on scene of any type of rail incident.
  • Work with all affiliated outside agencies during service disruptions/emergencies.
  • Ability to manage/manipulate all equipment and crew schedules at all times, especially during service disruptions. 
  • Assume and/or work as a Trainmaster when needed to support line/terminal coverage – assuming all responsibilities of same. 
  • Assume the duties of a Deputy- or Asst. Director Capital Projects while still performing functions of a Capital Trainmaster when required for vacation/unscheduled absences.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Strong knowledge of CFR214/Roadway Worker Protection.
  • Familiarity with train equipment, crew assignments, train cycles, and equipment programs, or must be gained within 6 months of hire. 
  • Knowledge of ACRE labor agreements or comparable labor agreements or must gain within 6 months of hire.
  • Knowledge of Federal Railroad Administration (FRA) regulations or must gain within 6 months of hire.
  • Must be able to assess and correct problems in stressful situations with tight time constraints. 
  • Strong leadership and interpersonal skills to facilitate and execute coordinated inter-departmental service delivery.
  • Must be able to communicate effectively with all levels of the organization and with outside agencies. 
  • Must be able to manage an extensive work force and develop timely solutions to operating problems. 
  • Must be able to work effectively with various Metro-North Operating Departments, contractors, personnel, as well as with outside agencies. 
  • Strong verbal and written communication skills. 
  • 24 hour, 7 days a week availability required unless scheduled off training, vacation, and or any other approved personal matters that require time off.
  • Ability to work weekend and overnight shifts as needed to support major capital programs/projects.
  • Valid driver’s license.

Required Education and Experience:

 

  • Associate’s degree in Transportation, Business, Public Administration, Construction Management, Engineering, or related field. Demonstrated equivalent education, experience, and/or technical credentials to include an additional two (2) years of related experience may be considered in lieu of degree.
  • Qualified Conductor, Locomotive Engineer, Rail Traffic Controller, or Yardmaster (or equivalent title from another railroad) with minimum of two (2) years of experience; OR experience as a Conductor, Locomotive Engineer, Rail Traffic Controller, Yardmaster or Maintenance of Way craft qualified on Operating Rules (or equivalent title from another railroad) with minimum of two (2) years of experience in Construction Management, Engineering, and/or Project Management in a Railroad environment or 2 years field project experience with a Bachelor’s Degree in Engineering, Construction Management or related field and Roadway Worker Training/Qualification.
  • Must be qualified (or become qualified within six (6) months of hire) on Metro-North Railroad Operating Manual of the Operating Department and Roadway Worker Safety Rules and Air Brake and Train Handling Instructions.
  • Must be qualified (or become qualified within six (6) months of hire) on the physical characteristics of assigned line.

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Bachelor’s degree in Transportation, Business, Public Administration or related field. 
  • Current Locomotive Engineer Certification or Conductor Certification.
  • Experience in construction management.
  • PMP Certification.

This position is safety-sensitive and subject to toxicological testing.
