JOB TITLE:                        Legislative Assistant II 

SALARY RANGE:              $70,000-$80,000

SUPERVISOR:                  Senior Director for State and Local Legislative Affairs

LOCATION:                        Albany, NY 12210

HOURS OF WORK:           9:00 am - 5:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:

Provides administrative and secretarial support to the Deputy Chief in the MTA Albany office.  
 
RESPONSIBILITIES:  

Coordinate the review of legislative introduction sheets for MTA-related bills and dissemination of info to affected parties, including but not limited to:

  • researching legislative history of legislation in relations to MTA and subsidiary prior positions and prior legislative activity.
  • determining importance of legislation based on sponsorship, etc., to determine level of notification.
  • analyzing MTA and subsidiary positions for conflicts or inconsistencies 

Coordinate the submission of the annual MTA legislative program (legislative initiatives necessary to maintain the effective operation of the MTA and its subsidiaries) to the Governor’s office, including but not limited to:

  • preparation of draft legislation
  • dissemination of proposals to interested and/or affected state agencies.
  • follow-up with state agency contacts for comments. 

Coordination of other State Agency Legislative Agendas (i.e., Dept. of Transportation, Dept. of Labor, Tax & Finance, etc.)

  • dissemination of state agency proposals to MTA and subsidiaries
  • follow-up with MTA and subsidiaries for comments to be provided to the state agencies.
  • tracking of MTA-related agency initiatives.
  • Perform data entry, proofreading, and clerical tasks with a high degree of accuracy and timeliness, as well as administrative functions including scheduling/coordination of meetings, travel arrangements, office billings and legislative records.
  • Organize and keep filling systems current.
  • Preparation and follow-up of correspondence. Perform other tasks as requested.
  • Review state legislative introductions for Authority-related legislation and route accordingly.
  • Prepare for submission the NYS Commission on Ethics and Lobbying in Government lobbyist bi-monthly filings.
  • Utilize time effectively while working with tight time schedules, multiple projects and potentially non-traditional work hours.  
  • Manage day to day operation of the Albany office.
  • Other duties as assigned. 
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Proficiency in Microsoft Office applications.
  • Familiarity with the Legislative Retrieval System. 
  • Ability to maintain confidentiality of information. 
  • Knowledge of generally accepted filing and records management skills. 
  • Effective oral and written communication skills. 
  • Self-motivation, reliability, and discretion. 
  • Ability to work with staff and management personnel in a courteous, cooperative and professional manner. 
  • Ability to organize, control, prioritize and follow-up on high volumes of documentation, assignments and reports. 
  • Initiative in problem solving. 
  • Ability to work independently.  
PREFERRED:
  • Familiarity with NYS and NYC political environment.
  • Familiarity with NYS Legislative Process and proficient in using the Legislative Retrieval System. 
  • Familiarity with the MTA’s policies and procedures.
EDUCATION AND EXPERIENCE: REQUIRED 
  • Associate degree in Political Science, Business Administration, Communications, Public Administration, English, History, or related. Continuing education helpful. An equivalent combination of education and experience may be considered in lieu of a degree. 
  • Knowledge of the New York State government and its processes is beneficial.
  • Minimum of 3 years administrative or executive secretarial experience.
  • Minimum of 1 year of legislative experience.
  • Willingness to travel, as needed.
