HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
The Director of Forecasting & Planning is a senior level member of the People team responsible for strategic oversight of agency-wide capacity planning and workforce management for the MTA. This role is the primary interface with organization leaders with regards to long and short-term staff modeling and forecasting, operational analytics, strategic problem solving, and resource scheduling.
The incumbent will manage a team that will assist with cultivating the development and management of staffing models used to optimize the workforce and enable the MTA to meet the requirements of the operations.
RESPONSIBILITIES:
- Develop and maintain forecast reporting, data gathering processes, metrics and overall workforce analytics associated with staffing for various levels of the organization. Implement and utilize best practices when developing planning initiatives.
- Formulate models and schedules based on developed/gathered metrics to report hiring trends and projections.
- Assist department leadership, while working with People group partners and stakeholders, to develop tactical strategic recruitment plans that are in line with forecasted staffing projections based on analytical and historical data to meet the demands for short- and long-term staffing goals across the agencies
- Translate strategic initiatives and lead the translation of business objectives into modeling that provides executable plans with measurable outcomes that emphasize resource optimization and service level delivery.
- Proactively participates in strategic planning conversations with various levels of the organization. Partner with Operations/Business unit leaders, Talent Acquisition, and Training to develop and execute on hiring needs with consideration of financial, strategic, and tactical implications.
- Partner with Finance and the budgeting department to translate financial impacts associated with determining the outlook process for strategic staffing plans and projections.
- Provide technical and analytical support to the Talent Acquisition team in the development of recruitment strategies, exam schedules, and onboarding processes utilizing various metrics. Assist with measuring the efficiency of current and future processes included in recruitment and staffing.
- Creates a professional working environment that respects individual differences, enables all employees to develop and contribute to their full potential, and fosters a positive employee relations climate that ensures agency principles, policies and programs are consistently practiced.
- Selects, develops and motivates personnel within the department. Provides effective career development, coaching, and counseling for subordinates. Responsible for reviews of staff performance and discipline/termination of employees when necessary.

EDUCATION AND EXPERIENCE:
REQUIRED:
- Bachelor’s degree in Business Administration, Human Resources, Finance, or a related field from an accredited college or an equivalent combination of education and experience may be considered in lieu of a degree.
- Minimum 10 years related experience, including at least 4 years in a department head and/or managerial role leading workforce management modeling with long and short-term forecasting within a large, multi-faceted, fast-paced organization or governmental body preferred.
- Minimum 3 years’ experience with SQL coding language.
PREFERRED:
- Master’s degree in a related field
- Attainment of or in the process of attaining SPHR or SHRM certification in HR Management
- Familiarity with the MTA’s policies and procedures
- Familiarity with the MTA’s collective bargaining procedures
- Familiarity with Python/R coding language
