Position Objective:

This position is responsible for managing and directing the coordination of all technical aspects of the Positive Train Control Project and accompanying activities including, but not limited to, the design, oversight, coordination, and maintenance to ensure compatibility with the existing fleet, wayside and operating parameters. This position will oversee all areas regarding the new design, manufacturing, testing, maintainability (manuals, maintenance allocation charts, bills of material, etc), and acceptance of the PTC system and will be the technical lead of the PTC project to ensure, training materials, test plans/procedures, and installation instructions for the acquired PTC system; both hardware and software. This position will work closely with internal engineers, and consultants to ensure that the PTC system functions as designed; and also serve as the direct liaison with the assigned FRA PTC Specialist to ensure that the PTC system is appropriately tested and is ultimately safety certified to meet FRA regulations. This position will also be responsible for bringing MTA Metro-North’s PTC Department into a position of self-sufficiency in its ability to make critical changes to all aspects of the PTC System including Wayside, Communications, and Office in order to meet the demands of any improvements and changes to the infrastructure and operation of the railroad.

Responsibilities:

 

  • Lead the comprehensive management and strategic oversight of all technical facets of the Positive Train Control (PTC) Project, ensuring seamless coordination across design, implementation, and maintenance phases to achieve full alignment with the existing fleet, wayside equipment, and operational specifications.
  • Direct and manage the complete lifecycle of the PTC system, encompassing the initial system design, manufacturing processes, rigorous testing protocols, and maintainability documentation, including the creation and verification of technical manuals, maintenance allocation charts, and bills of materials.
  • Serve as the principal technical authority for the PTC project, ensuring that the system's hardware and software components are meticulously aligned with project requirements. Develop and validate all necessary training materials, test plans/procedures, and installation protocols to support compliance with system design and regulatory standards.
  • Facilitate critical collaboration with internal engineering teams, specialized consultants, and subject matter experts to ensure the PTC system achieves operational excellence and integrates effectively within Metro-North’s complex infrastructure.
  • Act as the primary liaison to the assigned FRA PTC Specialist, ensuring that all testing and certification activities are performed to achieve full compliance with FRA safety regulations, thereby securing the system’s operational certification.
  • Spearhead the PTC department's transition to a position of technical self-sufficiency, empowering the team to independently execute critical adjustments and optimizations across all PTC subsystems, including Wayside, Communications, and Office. Enable the department to proactively address evolving infrastructure and operational demands in alignment with Metro-North’s strategic goals.
  • Select, develop, and motivate staff and provide career development for team members.  Provide effective coaching and counseling.  Manage team and individual performance.  Create a positive environment that respects individual differences and enables staff to develop and contribute to their full potential.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Strong verbal and written communication skills.
  • Strong knowledge of the ACSES (Advanced Civil Speed Enforcement) II system.
  • Strong knowledge of cab signal and advanced train and traffic control technology and system configurations.
  • Strong knowledge and experience in the integration of Signal equipment.
  • Strong Knowledge of railroad Signal System at both the field and office levels.
  • Knowledge of MNR/FRA/NYDOT/CDOT (or equivalent) regulations and procedures.
  • Knowledge of the on-board PTC system.
  • Knowledge of Cab Signaling.
  • Knowledge of environmental testing.
  • Understanding of hardware and software development and the lifecycle process.
  • Understanding of Configuration Management/Asset Management.
  • Experience with the functions of railroad Control Center Operations.
  • Knowledge of requirements for the construction of Interockings.
  • Strong working knowledge of Microsoft Office and/or comparable applications.
  • Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
  • Must be able to recommend improvements or replacements to better support PTC.
  • Must be able to work in a high-profile/high-pressure environment.
  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
  • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program
  • 24-hours 7 days availability required.
  • Valid driver’s license.

Required Education and Experience:

 

  • Bachelor’s degree in Electrical or Computer Engineering. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.
  • Minimum of eight (8) years of Railroad experience specializing in C&S/PTC and Office to include:
  • Experience within the field of Test Engineering, including testing of Signal Systems.
  • Minimum of six (6) years of experience managing professional staff and/or projects.

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
