•  Selected candidates who are new hires to the MTA will be appointed at the minimum salary of the posted range, in accordance with applicable MTA compensation guidelines and policies.

 

POSITION SUMMARY:

The Telecommunications Associate in NYCT EMD/RSS performs technical, operational, analytical, and administrative work supporting the installation, testing, operation, maintenance, troubleshooting, and improvement of NYCT telecommunications and electronic systems. The position supports mission-critical radio, CCTV, security, intercom, fiber-optic, network, and related communications systems, participates in engineering and maintenance projects, evaluates contractor and vendor work, performs system inspections and acceptance testing, analyzes equipment and system problems, and prepares technical documentation and reports. The position may also coordinate projects, work with other NYCT departments and contractors, and provide technical recommendations to management.

 

RESPONSIBILITIES:

The position is responsible for performing a variety of technical and maintenance activities associated with NYCT electronic hardware and systems. Responsibilities include, but are not limited to, the installation, upgrading, configuration, monitoring, troubleshooting, repair, and maintenance of NYCT radio and security systems and associated equipment. The incumbent will configure, administer, maintain, troubleshoot, and support NYCT security systems, including Lenel and Software House C•CURE access control and security management systems; Commend intercom and emergency communication systems; LIDS intrusion and security detection systems; CCTV systems; and associated network, computer, and electronic equipment.

The position will also perform fault identification, analysis, diagnostics, and resolution of complex equipment and system problems. Responsibilities include the installation, implementation, configuration, testing, and maintenance of various radio systems and the use of specialized tools, test equipment, analyzers, and diagnostic equipment to evaluate equipment performance and identify system deficiencies. The incumbent will also work closely with equipment manufacturers, contractors, and vendors to review technical documentation, equipment specifications, system configurations, and proposed solutions for new and existing radio and security systems. Responsibilities will include investigating and resolving complex technical issues involving system hardware, software, communications, and associated equipment.

Additional responsibilities include:

•          Providing technical support and guidance to NYCT maintenance personnel, user departments, and other organizational units.

•          Serving as a technical liaison between NYCT, equipment manufacturers, contractors, material suppliers, in-house maintenance groups, and user departments.

•          Providing technical guidance, knowledge transfer, and training to NYCT personnel, as required.

•          Managing and maintaining departmental inventories of security parts, materials, tools, and equipment.

•          Maintaining and updating equipment records, system documentation, configurations, drawings, and related technical information.

•          Developing, reviewing, and maintaining maintenance procedures, technical instructions, and related documentation.

•          Supporting the evaluation, testing, and implementation of new technologies, equipment, and system upgrades.

•          Performing field inspections and technical assessments of radio and security equipment and systems.

•          Analyzing system performance and recommending corrective actions, modifications, upgrades, or other improvements to enhance reliability, maintainability, and operational performance.

The position will also develop, coordinate, and manage projects involving NYCT radio and security systems. Project responsibilities may include requirements development, design reviews, preparation and review of engineering drawings and contract specifications, equipment and system evaluations, and installation.

 

EDUCATION AND EXPERIENCE:

Telecommunications Associate I – IV (Voice)

  1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronics, physics, and/or planning and analysis of electronics system and one year satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment; or
  2. An associate degree from an accredited college including or supplemented by 12 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronics, physics, and/or planning and analysis of electronics systems and two years of the experience described in “1” above; or
  3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and three years of the experience described in “1” above; or
  4. A satisfactory combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education not used for meeting the minimum requirements in “1” or “2” above may be substituted for experience on the basis of each 30 semester credits of undergraduate college education, including or supplemented by 6 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronic, physics, and/or planning and analysis of electronic systems for six months of the experience described in “1” above, up to a maximum of two years of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of the experience described in “1” above.

 

Special Note - Additional Requirements for Assignment Level IV

To be eligible for placement in Assignment Level IV individuals must have, after meeting the

minimum requirements, at least two additional years of full-time experience as

follows:

  1. As a Telecommunications Associate (Voice) - Assignment Level I, II, and III working for the City of New York; or
  2. Performing analytical, planning, operational, technical, and/or administrative duties in voice telecommunication, electronics planning, electronics management, and/or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity.

 

Telecommunications Specialist I – III (Voice)

  1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems, and three years of satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment, one year of which much have been specialized work in a consultative or supervisory capacity; Or
  2. An associate degree from an accredited college including or supplemented by 12 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems, and four years of experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity; Or
  3. A four-year high school diploma or its educational equivalent and five years of experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity; Or
  4. A satisfactory combination of education and/or experience which is equivalent to “1", “2" or “3" above. College education may be substituted for experience on the basis of six months of experience as described in “1" above for each 30 semester credits of undergraduate college education including or supplemented by 6 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems. However, all candidates must have at least a four-year high school diploma and at least three years of the experience as described in “1" above,

 

DESIRED SKILLS:

•          Knowledge of Lenel and Software House C•CURE access control and security management systems, Intercom and emergency communication systems, LIDS intrusion detection and security systems, CCTV/video surveillance systems, including cameras, recording, configuration, and troubleshooting, VHF and UFH radio systems.

•          Excellent written, project management, verbal communication, and interpersonal skills.

Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
