LOCATION: 2 Broadway
HOURS OF WORK: 8 am - 4:30 pm (7 1/2 hours/day)
DEADLINE: Open until filled
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
The Controller’s Office is charged with the responsibility of ensuring that all monies due the MTA are received in a timely manner, in accordance with the rules and regulations governing the various funding agencies. MTA’s external funding partners include the Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Federal Emergency Management Agency (FEMA), New York State Department of Transportation, New York State Division of Budget, and New York City Office of Management and Budget. This position prepares financial reports for the MTA’s Capital Program to support the requirements of the Controller’s Office as well as other departments such as Financial Operations, Financial Services, General Counsel, and Management & Budget.
RESPONSIBILITIES:
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Assist in the preparation of the monthly, quarterly, and year-end financial reports and consolidated financial statements.
- Assist in the preparation of Federal Financial Reports as required by federal funding agencies.
- Assist with the requisition processes set forth by various NYS MOU’s covering several capital projects, including Penn Access and Belmont Redevelopment.
- Manage the contract registration and requisition processes set forth by the NYC Financial Management System.
- Manage quarterly billing process to counties for the Statewide Mass Transportation Operating Assistance Program (STOA).
- Manage annual station maintenance billing process and CPI calculation for MTA Board approval.
- Perform monthly reconciliation of the Capital System to Peoplesoft General Ledger, including IMPACT requisitions and ECHO drawdowns.
- Establish and continually review internal controls to ensure policies and procedures are applied and significant risks are mitigated.

- Must have knowledge of IMPACT capital system.
- Must have knowledge of PeopleSoft financial system.
- Must have strong financial reporting skills including database query tools (WebFOCUS).
- Excellent communication and interpersonal skills.

- Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
EDUCATION AND EXPERIENCE:
Required:
- Bachelor’s degree in accounting or finance or a related field or an equivalent combination of education and experience may be considered in lieu of a degree. Minimum 5 years related experience.
- Demonstrated supervisory and/or leadership abilities.
Preferred:
- Certified Public Accountant.
- At least 3 years in a managerial and/or leadership role over people and/or processes.
- Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
- Familiarity with the MTA’s policies and procedures.
