Responsibilities
The selected candidate will work as part of a team responsible for publishing, validating and analyzing NYCTs subway and bus performance metrics and for undertaking in-depth operational analyses. This unit's responsibilities include:
· Reports and analytics that enable data-driven decision making to executive leadership, operating departments and internal planning units
· Preparation of performance data reported to the MTA Board and made available to the public on the MTA website
· Statistical/quantitative analyses of rail and bus operational databases
· Analyses, simulations, and reports on operations of current and proposed subway and bus services and capital investments
· Data support, including planning for and oversight of field surveys (traffic checks}, for fare evasion monitoring, service planning, scheduling, strategic planning, reporting, and data calibration
The candidate should be proficient working with a variety of data sources and formats, including large data sets and operational data. The candidate will coordinate with other NYCT departments and divisions, and may be required to work with software developers, data analysts, and planners. Potential projects may include:
· Providing technical support and documentation for users of in-house reporting applications
· Creating tools and designing processes to assist the production team (e.g., tools for scheduling or validating field surveys)
· Assisting in the design and validation of new metrics and reports
· Performing in-depth data collection and analysis

Education and Experience
Principal Transportation Planner
A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science, or related fields; and five (5) years of full-time paid experience in transportation planning, scheduling, or operations. A master’s degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.
Senior Transportation Planner
A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science, or related fields; and four (4) years of full-time paid experience in transportation planning, scheduling, or operations. A master’s degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.
Transportation Planner
Must possess education as stated above plus two (2) years of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience.
Assistant Transportation Planner
Must possess education as stated above plus one (1) year of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience.
Associate Staff Analyst
A master’s degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and ONE(1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management or in a related field; OR
A Baccalaureate degree from an accredited college and THREE (3) years of satisfactory full-time professional experience in the areas described in 1 above.
Staff Analyst 1 & Staff Analyst 2
1. A master’s degree from an accredited college with a major in economics, computer science, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; OR
2.A Baccalaureate degree from an accredited college and TWO (2) years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or computer science, fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management or in a related area.; or
An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above: or
A four-year high school diploma or its educational equivalent and six years of satisfactory full- time professional experience as described in "2" above; or
A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma.
The high school diploma or its educational equivalent must be approved by a State's Department of Education or a recognized accrediting organization. The college or university must be accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA). The law school must be accredited by the American Bar Association or the California Bar Association
Desired Skills:
The ideal candidate will have a combination of analytical, technical, planning, and communication skills, preferably among the following areas:
- Proficient in standard analytical data processing and management support tools and office productivity suites, including advanced Excel analysis (e.g. VBA).
- Understanding of analytical methods (e.g. probability and statistics, algorithm design).
- Experience with relational databases (e.g. Oracle, Postgres, Access), such as writing queries (generally with PL/SQL) to obtain and manipulate data.
- Experience programming for data analytics, most preferably in Python, but other languages such as are valuable.
- Sufficient technical skills to analyze, debug and work with developers in software design and implementation.
- Experience in and familiarity with transit/transportation systems, particularly the NYCT subway and bus network.
- Familiarity with performance metrics and dashboards/scorecards, particularly in the transportation industry.
- Excellent writing, communication, and presentation skills.
- Transportation planning for a large, multimodal transit agency or consulting firm.
