JOB SUMMARY:
To ensure necessary material is on hand to support major activities of the Maintenance of Equipment
Department, such as overhaul, inspections, special programs, etc. Assure that key shop and yard activities, and
schedules at production levels are maintained (due to availability of material) while inventories are kept at
practical minimums and assure that planning is consistent with Procurement lead times. Assist production to
meet schedules with minimal no-stock, emergency, cannibalization or other materials-caused shop interruption,
while maintaining stringent inventory control.
DUTIES AND RESPONSIBILITIES:
Responsibilities may include but are not limited to:
- Establish and maintain stock levels (at minimum consistent with schedules) to permit overhaul, modification, special projects and other major shop activities while considering requisition/PO processing time and vendor lead time.
- Issue requisitions and expedite a wide range of commodities and services in the everyday business functions while ensuring quality business practices. The material/services may be used for the maintenance, repair, and operations of shop activities. Ensure timeliness of non-stock product/service delivery through constant interaction with suppliers and management to guarantee business success.
- Coordinate with LIRR P&L and MTA BSC Buyers to expedite the placement of PO's to meet Production Schedules and minimize stock outs which leads to equipment being held out of service. Prioritize and provide a list of open PO's to LIRR P&L Supplier Management Administrators (SMA) to be expedited, especially those that are past due or coming due in the near future. Assure that any lead time changes are being relayed to the LIRR P&L Supervisors of Material Catalog & Control so that replenishment levels can be adjusted accordingly.
- Ensure that all non-stock material is received, delivered and accepted by the requesting party so that receipts can be entered accordingly. Review all Match Exceptions to ensure that material has been physically received before receipts can be entered and invoices can be paid. Coordinate invoice discrepancies between P&L and Accounts Payable (AP) to resolve invoice Match Exceptions.
- Work with MofE Equipment Engineering, MofE Quality Control, Incoming Inspection and P&L (Buyers, SMAs, Stores personnel) to expedite the resolution of incorrect material. Monitor those items that have been returned to the vendor to ensure they are repaired, replaced or credited in a timely fashion. Ensure that Incoming Inspection reviews all returned material and closes all open files so those items come off of hold.
- Develop and maintain records and procedures, and submit reports covering all material usage, needs and planning under individual's control.
- Perform other assignments as requested by Senior Management.
- Performs other duties as assigned

- Observes the work performed by contractors, as applicable
- Reviews invoices and approves them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable
- Escalates issues to other parties when needed, as applicable
REQUIRED EDUCATION AND EXPERIENCE:
- H.S. Diploma or General Education Degree (GED)or its educational equivalent (TASC) approved the State’s Department of Education or a recognized accredited organization.
- Minimum 3 years of experience with Purchasing, Materials Management and/or Material Planning experience.
- Must be competent in the management of complex activities
- Must possess strong PC skills (Word, Excel, Access and/or PeopleSoft experience
- preferred)
- Experience with Requisitioning, Receipting, Expediting and/or Inventory Control
PREFERRED:
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Business or Logistics Management
- Must have Inventory control /procurement management experience in a large
- manufacturing or maintenance/repair environment with knowledge of high-volume
- maintenance protocols (i.e. Rolling Stock Maintenance).
- Knowledge of manufacturing environment and materials management systems
- Knowledge of or experience with Bills of Material, Capacity Requirement planning
- and/or Master Scheduling forecasting

- Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
- Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
- Current employees should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
