JOB SUMMARY
Responsible to direct and control Signal Resources (labor, material, equipment, etc.) to effect safe, economical operations, maintenance, installation, testing and construction of Metro-North signal systems at all wayside right-of-way locations, yards. This position is directly responsible for planning, directing, budgeting, managing, and coordinating the functions of the three Signal Maintenance organizations and the Inspection, and Repair Shop to provide effective training maintenance, testing, replacement, upgrades and additions to the Signal Systems. Partner with the Director Signal Construction to ensure the overall effective and safe operation of the Signal department.
DUTIES AND RESPONSIBILITIES
- Provide leadership, strategy, planning and direction to the Signal workgroup (Signal Maintenance) in the execution of the design, maintenance, installation and testing associated with the Metro-North Wayside Signal, Positive Train Control (PTC), Back Office and Communications system utilized for operational and corporate functions. Ensure all applicable federal requirements pertaining to the Signal/PTC systems are met or exceeded.
- Provide leadership and direction to the Signal Department Maintenance workgroup in the execution of the maintenance, testing, installation, training and repair associated with requirements for the Metro- North operational and corporate functions adhering to all CFR federal regulated testing requirements and procedures.
- Provide technical and operations analysis of Signal systems and provide senior management with required reports and documentation.
- Ensure all Signal Department workgroups meet budget and schedule requirements in the execution of the work related to the signal systems.
- Provide leadership and direction in the implementation of Enterprise Asset Management Systems for Signal Equipment Repairs and Inspections
- Support current and future PTC implementation, testing, inspection, and maintenance to achieve best industry practices.
- Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.

KNOWLEDGE, SKILLS AND ABILITIES
- Strong oral and written communication skills.
- Strong working knowledge of Microsoft Office and/or comparable applications
- Develop and manage service and equipment database inventory.
- Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
- Must be able to recommend improvements or replacements to better support the signal systems.
- Expert level knowledge of Metro-North signal systems and components.
- Expert level knowledge of CFR parts 234 & 236 pertaining to FRA mandated standards.
- Excellent troubleshooting, problem sensitivity and problem-solving skills pertaining to signal systems.
- Strong knowledge of FRA policies and procedures.
- Must be able to work in a high-profile/high-pressure environment.
- Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
- Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program.
- Must be available 24-hours 7 days as required.
- Must have a valid driver's license.
The following is/are preferred:
- Familiarity with Metro-North Policies and Procedures.
- Familiarity with Metro-North collective bargaining agreements.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Electrical Engineering or related technical curriculum. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree, to include 4 additional years of relevant experience.
- Minimum of ten (10) years of Railroad signal systems experience, to include design, testing (including FRA required testing and commissioning), installation and maintenance.
- Minimum seven (7) years of blended experience involving the management of railroad maintenance, engineering, capital programs, labor and staff management, budgeting, personnel control, and project management of signal systems and/or comparable systems.

- Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
- Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
