Job Summary:
The Assistant Director of Industrial Hygiene reporting to the Vice President of Safety and Health, is responsible for leading, coordinating, and overseeing industrial hygiene, occupational health, and environmental health programs across TBTA facilities. The position provides technical and operational leadership to ensure compliance with federal, state, and local regulations while supporting safe, healthy, and environmentally responsible operations. The Assistant Director develops and implements industrial hygiene strategies, exposure assessment programs, occupational health initiatives, regulatory compliance activities, emergency preparedness efforts, and contractor oversight programs. The role partners with facility leadership, operations, maintenance, engineering, and external agencies to identify workplace health risks, implement effective control measures, and drive continuous improvement in occupational health performance. The position serves as a subject matter expert on industrial hygiene and occupational health matters, provides leadership during regulatory inspections and audits, supports budget and resource planning, and ensures consistent application of industrial hygiene standards throughout TBTA.
Responsibilities:
Industrial Hygiene Program Leadership and Oversight:
- Lead and oversee industrial hygiene, occupational health, and environmental health programs across TBTA facilities to ensure compliance with applicable federal, state, and local regulations, MTA/TBTA policies, and industry standards. Establish program priorities, provide technical leadership, and ensure consistent implementation of occupational health and industrial hygiene initiatives across operational sites.
- Partner with facility leadership, operations, maintenance, and safety teams to integrate program requirements into daily activities and support continuous improvement.
Workplace Health Risk Assessments and Hazard Control:
- Direct and oversee workplace exposure assessments, hazard evaluations, air monitoring, noise monitoring, indoor air quality investigations, and other industrial hygiene activities to identify, evaluate, and mitigate occupational health risks.
- Review assessment findings and provide recommendations regarding engineering controls, administrative controls, and personal protective equipment (PPE) requirements to reduce employee exposure to workplace hazards.
Industrial Hygiene Controls and Program Development:
- Develop, implement, and evaluate occupational health and industrial hygiene control strategies, including engineering solutions, administrative procedures, exposure prevention programs, and PPE requirements.
- Establish program standards, policies, and procedures to address emerging workplace health risks and ensure alignment with regulatory requirements and industry best practices.
Regulatory Compliance, Audits, and Investigations:
- Lead regulatory compliance activities, inspections, audits, investigations, and reporting requirements associated with OSHA, EPA, NYSDEC, NYCDEP, and other applicable regulatory agencies.
- Oversee preparation and submission of required compliance documentation, respond to regulatory findings, and ensure corrective actions are developed, implemented, and tracked to completion.
Employee, Contractor, Consultant, and Vendor Oversight:
- Manage industrial hygiene employees, consultants, contractors, and vendor activities to ensure compliance with contractual requirements, regulatory obligations, and TBTA safety and environmental standards.
- Provide technical input into procurement activities, scopes of work, and contract requirements related to industrial hygiene and occupational health programs.
Training, Technical Guidance, and Workforce Engagement:
- Develop, oversee, and deliver industrial hygiene and occupational health training programs for employees, supervisors, and contractors.
- Provide technical guidance and subject matter expertise to managers and operational teams regarding workplace health hazards, regulatory requirements, and risk mitigation strategies. Promote a proactive safety and health culture through education, awareness, and employee engagement initiatives.
Emergency Preparedness and Incident Response:
- Support emergency preparedness, hazardous materials response, incident investigations, and business continuity activities related to occupational health and environmental health incidents.
- Serve as a technical resource during workplace incidents involving hazardous exposures, environmental health concerns, or industrial hygiene risks and provide recommendations for corrective actions.
Performance Monitoring, Reporting, and Stakeholder Communication:
- Prepare executive-level reports, performance metrics, compliance analyses, and recommendations for senior leadership regarding industrial hygiene risks, program effectiveness, regulatory compliance, and improvement opportunities.
- Represent the Safety and Health function in meetings with internal stakeholders, contractors, consultants, and regulatory agencies as appropriate.
- Performs other duties as assigned

- Observes the work performed by contractors, as applicable
- Reviews invoices and approves them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable
- Escalates issues to other parties when needed, as applicable
Qualifications:
Bachelor’s Degree in Arts/Sciences (BA/BS) Industrial Hygiene, Occupational Health, Environmental Health, Safety Management, Environmental Science, Engineering, or a closely related field. Additional years of experience can be substituted in lieu of education.
Minimum 8 years of progressive experience in industrial hygiene, occupational health, environmental health, safety management, or related compliance programs.
Minimum 4 years of supervisory, management, or program leadership experience overseeing industrial hygiene, occupational health, environmental health, or safety programs.
Knowledge of industrial hygiene principles, practices, exposure assessment methods, and occupational health standards.
Experience with workplace exposure assessments, monitoring techniques, and evaluation of occupational health risks.
Knowledge of OSHA, EPA, NYSDEC, NYCDEP, and other applicable occupational safety and environmental regulations.
Ability to identify workplace hazards, assess risks, and recommend appropriate mitigation strategies.
Experience with developing, implementing, and evaluating occupational health and exposure control programs.
Ability to conduct incident investigations, identify root causes, and develop corrective action recommendations.
Experience with regulatory inspections, compliance audits, documentation, and corrective action tracking.
Ability to develop, implement, and improve industrial hygiene, occupational health, and safety policies and programs.
Ability to analyze compliance data, identify trends, and prepare reports and recommendations for leadership.
Knowledge of emergency response procedures, hazardous materials response, and incident management practices.
Ability to manage complex programs, coordinate cross-functional initiatives, and achieve program objectives.
Ability to provide technical leadership, influence stakeholders, and support strategic safety and health initiatives.
Ability to communicate effectively with senior leadership, employees, contractors, consultants, and regulatory agencies.
Ability to be on call 24/7 and respond to any MTA Bridges and Tunnels facility as operational needs require.
Unrestricted driver's license in New York State.
Preferred:
Master’s degree in Arts/Sciences (MA/MS) Industrial Hygiene, Occupational Health, Environmental Health, Public Health, Environmental Science, Safety Management, or related discipline.
Experience managing regulatory inspections, compliance audits, exposure assessment programs, and corrective action initiatives.
Experience managing consultants, contractors, and cross-functional projects in a complex operational environment.
Ability to develop and deliver industrial hygiene, occupational health, and safety training programs.
Familiarity with MTA policies and procedures and/or New York State environmental regulatory frameworks.
Certified Safety Professional (CSP)
Certification in Industrial Hygiene
Certified Hazardous Materials Manager (CHMM)
