SALARY RANGE:         $150,000 - $160,000

LOCATION:                    2 Broadway, New York NY, 10004               

HOURS OF WORK:9:00 am - 5:30 pm (7 1/2 hours/day)                                

DEADLINE:Open until filled   

 

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.     

 

SUMMARY:

This position is responsible for the accounting and financial reporting for MTA and all agencies’ leases (lessor & lessee) in accordance with Governmental Accounting Standards Board (GASB Statement No. 87 – Leases, GASB Statement No. 96 – Subscription-Based Information Technology Arrangements and other related GASBs).

 

Duties include all activities related to the proper accounting and financial reporting in accordance with the Governmental Accounting Standards Board (GASB):

  • Technical guidance, interpretation and compliance
  • Responsible for Policies & Procedures
  • Monthly Accounting Transaction Activities and Reconciliations
  • Financial Reporting & Disclosures

 

RESPONSIBILITIES:

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Duties include all activities related to the proper accounting, reconciliation and financial reporting of leases in accordance with Governmental Accounting Standards Board (GASB 87 – Leases, GASB 96 - Subscription-Based Information Technology Arrangements and related GASBs). Responsible for compliance with all contracts, modifications and amendments.
  • Responsible for maintaining and improving process and procedures for the accounting, reconciliation, reporting and coordination with procurement, accounts payable, business operations, MTA Real Estate, outsourced property management, MTA IT, Legal and IT systems.
  • Provides the technical expertise and research for lease and Subscription-Based Information Technology Arrangements (SBITA) transactions. Point of contact for the external auditors.
  • Ensures compliance with the accounting standards and technical reviews of all leases and SBITA transactions (both lessee and lessor).
  • Serves as functional expert of the Yardi system for proper account configuration and to extract information to be used in preparation of financial reports and disclosures.
  • Assessing corporate transactions and contracts are in compliance with Governmental Accounting Standards Board (GASB) 94 -Public-Private and Public-Public Partnerships and Availability Payment Arrangements
  • Special projects regarding fixed assets and inventory.
  • Other duties as assigned

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong leadership skills to effectively direct and motivate staff.
  • Strong ability to communicate effectively with all levels of personnel.
  • Excellent quantitative, analytic, and deductive reasoning capabilities
  • Proficiency in Microsoft Office and Hyperion or comparable applications.
  • Excellent oral and written communications skills.
  • Strong ability to adhere to deadlines to ensure accurate and efficient reporting of data.
  • In-depth knowledge of accounting regulations and thorough knowledge of accounting practices.
  • Ability to monitor and manage results against audit and control procedures.
  • Knowledge of database design as it relates to financial systems.
  • Working knowledge of an automated financial system.
  • Self-starter with ability to learn and document financial and operational processes without supervision.
  • Ability to succeed in a fast paced / high pressure environment.
  • Ability to understand and interpret contracts to manage financial compliance.

 

EDUCATION AND EXPERIENCE:

Required:

  • Bachelor's degree with a major in accounting and/or finance or business-related field or an equivalent combination of education and/or experience that demonstrates knowledge of Lease Accounting/Financing principles
  • Minimum ten (10) years managerial experience in accounting or finance, preferably in a general accounting function which includes in-depth knowledge of automated financial systems and dealing with technical issues.
  • Minimum five years of experience in a supervisory capacity.

Preferred:

  • MBA or CPA
  • Public Accounting or related experience.
  • Experience working with contracts and purchase orders (financial compliance).
  • Experience in PeopleSoft and Yardi accounting software.
