JOB SUMMARY

Direct and manage all aspects of the Structures Department's resources (i.e., budgets, labor, material, and equipment) to ensure that Metro-North's, bridges, and right-of-way structures and drainage infrastructure are maintained in safe operating condition.  This position requires a focus on planning and implementation of long-range maintenance programs and coordination with the Capital Department for planning and reviewing standards and designs for capital programs.


DUTIES AND RESPONSIBILITIES

  • Provide leadership and direction to all managers for the purposes of coordinating all resources (labor, material, and equipment) in association with the design, inspection, and maintenance of Metro-North’s bridges, right-of-way structures and drainage infrastructure. This includes developing and managing all budgets for the Structures Department.
  • Act as department lead in supporting Metro-North’s safety program through the execution of required activities and policies associated with personnel working along the railroad’s right-of-way, such as roadway worker, book of rules, physical characteristics, and efficiency testing
  • Research, develop, and institute new programs that develop staff and support work groups in expanding system knowledge, reducing operational costs, and supporting new requirements for improvement and expansion of Metro-North’s, bridges, and structural systems
  • Manage staff in ensuring compliance with mandated Federal Railroad Administration regulations, bridge safety standard 49 CFR Part 237. Expand and improve Metro-North’s standards and requirements for inspections and maintenance of bridges, and right-of-way structures
  • Provide leadership and direction in developing long-term planning and strategies for structural system improvements to meet the operational needs of the future.
  • Serve as a liaison between Structures and all other departments, outside agencies, customers, the public, and various stakeholders to progress maintenance and capital projects to assure the infrastructure is in a state of good repair.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling.  Manage team and individual performance.  Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor when possible, as applicable
  • Escalates issues to other parties when needed, as applicable
     

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong verbal and written communication skills
  • Strong knowledge and experience regarding critical components of track structure
  • Strong knowledge of Metro-North’s track, right-of-way, and structural infrastructure assets
  • Strong knowledge of inspection requirements on Metro-North’s territories
  • Knowledge of engineering services required for railroad and corporate operations
  • Knowledge of FRA regulations and AREMA practices
  • Strong working knowledge of Microsoft Office and/or comparable applications
  • Strong analytical skills to analyze new and existing products and/or procedures
  • Must be able to work in a high profile / high pressure environment
  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies
  • Must be able to implement and participate in Metro-North Railroad’s Safety Program
  • Must be available 24-hours, 7-days per week
  • Must be able to work outside of normal working hours as needed to support maintenance and construction projects
  • Must have a valid Driver’s License.

 

The following is/are preferred:

  • Familiarity with Metro-North Policies and Procedures.
  • Familiarity with collective bargaining agreements

 

REQUIRED EDUCATION AND EXPERIENCE

  1. Bachelor’s Degree in Arts/Sciences (BA/BS) in civil engineering or related engineering discipline.
  2. Minimum 10 years of progressive experience in railroad operating procedures and/or railroad operations components.
  3. Minimum 7 years of experience managing a diverse workforce.

OTHER INFORMATION

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
  • Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
