$97,000 - $110,631

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

The Work Life Services Program is integral to MTA compliance with the FTA/FRA (Federal Transportation Administration/Federal Railroad Administration) Drug and Alcohol Program regulations. The manager is a vital part of the team of Substance Abuse Professionals (SAPs) who evaluate employees who have volunteered to enter the program and those who have violated Department of Transportation (DOT) drug and alcohol program regulations and make recommendations concerning education, treatment, rehabilitation, follow-up testing, and aftercare, and determine whether an employee is eligible to return to work.

Responsibilities:

  • Charged with the supervision of the day-to-day clinical operation of Work Life Services (WLS). Ensures that WLS clinical staff (EAP counselors) comply with the required procedures of DOT regulations, 49CFR Parts 40 and 655, the NYCT Drug and Alcohol Policy Statement, Drugs and Controlled Substances Policy Instructions, and all relevant provisions of the collective bargaining agreements.
  • Certification of EAP recommendation of RTW, treatment completion, or EAP discharge, including conjoint sessions with client and EAP Counselor.
  • Chairs clinical case conferences of contracted treatment agencies.
  • Manages EAP personnel responsible for mental health consultation to Medical Assessment Centers' requests for psychological testing and gives clinical supervision when appropriate.
  • In the absence of the EAP Clinical Director or as directed by him/her, acts as Mental Health EAP consultant to Authority department personnel, to testify at hearings within the TA and to interpret EAP policy and procedures when needed.
  • Serves as the agency liaison to the NYS Office of the Prevention of Domestic Violence and is responsible for collecting data for mandatory reporting.
  • Coordinates clinical areas of the Crisis Emergency Team and reports to the EAP Clinical Director.
  • Provides EAP clinical oversight for the MTA Bus Company and the Office of the Chaplain.
  • Oversees a program of services offered to employees (on a voluntary basis) on a variety of health/wellness concerns.
  • Other duties as assigned by senior management.

 

Required Knowledge/Skills/Abilities:

  • Must have excellent interpersonal, verbal, and written communication skills.
  • Ability to translate organizational objectives into safe, efficient patient-centered care, bridging clinical workflows.
  • Demonstrated ability to work with all internal levels within the MTA organization.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Must have strong managerial skills to effectively direct a staff of professionals.

 

Required Education and Experience:

  • Master’s degree in Arts/Sciences (MA/MS) from an accredited college, in social work or related field.
  • Minimum 8 years of combined clinical or administrative experience in Employee Assistance Programs, of which four years must be in a supervisor/managerial or administrative capacity in Behavioral Health Issues.
  • Certified Employee Assistance Professional (CEAP) or CEAP eligible required.
  • Substance Abuse Professional (SAP) credentials required within 120 days.

The Following is/are preferred:

  • Minimum of 4 years of current experience in occupational behavioral health or its equivalent preferred.
  • Postgraduate training or completion in clinical/supervisory Behavioral Health issues.
  • Postgraduate training or completion in clinical/supervisory Mental Health issues.
  • Current experience in occupational Mental Health in NYCT or its equivalent.

 

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
