Role Summary
MetaPhase Consulting is supporting Peace Corps’ Office of Analysis and Evaluation (OAE), within the Office of Volunteer Recruitment and Selection (VRS), which collects, analyzes, and reports data related to VRS activities, strengthening the measurement and evaluation of VRS performance and programs. OAE would like to improve methods to analyze and report Volunteer recruitment and placement data and services to improve business processes and provide information for decision-making. Peace Corps aims to integrate reports that OAE and other VRS Offices produce into a small number of Power BI dashboards and publish them as part of agency-wide performance improvement efforts. Additionally, the government would like to improve their business processes, monitoring and evaluation (M&E) strategies, and overall data quality.
In support of this project, MPC is seeking a Power BI Developer with 8+ years of professional experience to support VRS in analyzing business processes and systems to develop a standardized analysis methodology and publish Key Performance Indicators (KPIs) in the agency Power BI dashboard hub.
What You Will Be Doing
- Collect and document requirements to design, develop, and implement reports/dashboards.
- Design, develop, and implement databases, dashboards, and data collections for reporting and visualization.
- Data clean-up and refinement services for continual updating of dashboards
- Maintain dashboards, update guidelines, and provide dashboard assistance for OAE staff
- Perform on-the-fly transformations (e.g., data wrangling, data cleansing) to prepare data for reports/dashboards.
- Analyze performance issues and tune query retrievals and data processing routines to optimize report/dashboard performance.
- Troubleshoot and resolve errors in reports/dashboards to increase data quality and improve the user experience.
- Apply version control procedures to promote configuration items from Development through Production.
- Create and maintain technical documentation for reports/dashboards.
- Prepare and present briefings to describe how reports/dashboards are constructed and used.
- Identify, analyze, and interpret trends or patterns within complex data sets.
- Establish KPIs to measure, and monitor, the effectiveness of business decisions.
- Work with a team of analysts and other associates to process information, identify efficiencies, and implement procedures to increase data quality.
What We Need From You (Required)
- A minimum of eight (8+) or more years of direct experience in data analysis, data visualization and/or data management and reporting.
- Three (3+) or more years of direct experience with Power BI
- Experience with designing, developing, and deploying Power BI dashboards.
- Experience working with large data sets, data models (transactional and dimensional), and dashboards in support
- Experience acquiring data from primary and secondary sources and maintaining data systems from Development to Production.
- Capable of leading a small team to build data and analytical solutions.
- Strong verbal and written communication skills.
- U.S. Citizenship required (NO EXCEPTIONS)
Bonus Points (Desired)
- Microsoft or Power BI certifications
- Familiarity with Monitoring & Evaluation techniques
Work Location
The work will be performed primarily remotely. The Peace Corps Office is located at 1275 First Street NE, Washington, DC 20526. The duty hours are 8:00 a.m. to 6:00 p.m. Washington DC local time.
Travel
No travel required except for local travel to complete Peace Corps badging and clearance processing
Education Level
8+ years of experience with a Bachelor's degree in technical or related field; 10+ years of experience in lieu of a degree
Clearance Level
Active Public Trust Clearance (or ability to obtain Public Trust Clearance)
