MetaPhase is seeking a highly motivated IT Program Management Lead to oversee delivery across two high-visibility task orders supporting centralized IT shared services within the U.S. Department of the Treasury. This leadership role will guide a blended team of analysts and specialists, serve as the senior advisor to OCIO stakeholders, and drive transformation efforts that span cloud adoption, service intake, stakeholder engagement, and IT service delivery governance. 
  
The ideal candidate brings 10+ years of experience leading federal IT programs, excels at managing multidisciplinary teams, and can operate at the intersection of strategic planning, service optimization, and technology implementation. 
 
What You Will Be Doing: 
  • Lead MetaPhase's delivery across Treasury OCIO task orders, overseeing multiple workstreams focused on IT intake, stakeholder engagement, acquisition support, governance, and transformation
  • Serve as the day-to-day senior point of contact with OCIO leadership and program stakeholders, managing expectations and ensuring contract performance and satisfaction
  • Supervise and mentor a team of analysts, project coordinators, and specialists, ensuring timely delivery, quality control, and staff development
  • Drive the development of enterprise-wide documentation including current and future state assessments, cloud intake dashboards, SOPs, acquisition artifacts, and communications
  • Support and guide intake operations for Treasury Cloud services, ensuring alignment with budgetary and strategic goals
  • Oversee stakeholder management activities such as CRM tracking, communication planning, and coordination across bureaus and technical offices
  • Facilitate program planning and reporting activities including sprint planning, project retrospectives, monthly deliverables, and executive briefings
  • Collaborate with Treasury IT, procurement, and finance teams to ensure seamless integration of technical, business, and acquisition activities
  • Identify and mitigate program risks, resolve delivery challenges, and contribute to contract growth and client satisfaction 

What We Need From You (Required): 

  • 10+ years of experience in federal IT consulting, program management, or IT modernization, including 3+ years in a team lead or delivery management role
  • Experience working with or supporting federal OCIO offices, including Infrastructure Operations, IT Strategy, or Cloud Programs
  • Proven experience leading multidisciplinary teams delivering on strategic initiatives, operational intake, or acquisition functions
  • Knowledge of federal acquisition lifecycle, governance frameworks (e.g., ITIL, CPIC), and cloud service models (IaaS, SaaS, PaaS)
  • Strong understanding of business process engineering, stakeholder management, and technology transformation in a federal environment
  • Excellent communication and leadership skills with the ability to interface with senior government clients and internal teams
  • Demonstrated ability to manage budgets, resources, schedules, and deliverables across complex engagements
  • U.S. Citizenship and eligibility for Public Trust clearance 

Bonus Points (Desired):

  • PMP, FAC-P/PM, ITIL, or SAFe certification
  • Experience with PRISM or other federal procurement systems
  • Familiarity with ServiceNow as an intake and project tracking tool
  • Treasury Department experience or similar federal agency (e.g., GSA, DHS, IRS, USDA)
  • Experience scaling delivery teams and supporting account growth  
Work Setup & Travel:  
  • Hybrid – 2–3 days onsite in Washington, DC; some local travel to Treasury or bureau locations may be required 
Clearance Level: 
  • Must be eligible for a Public Trust clearance; U.S. Citizenship required. 

Education Level:

  • Bachelor’s degree in IT, Public Administration, Business, or related field (Master's preferred) 
Compensation:  
  • Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is 135k-160k
