MetaPhase Consulting is seeking a Senior Federal Budget Analyst to join our team supporting the U.S. Department of the Treasury. This position is ideal for someone who thrives in a fast-paced federal environment, has deep experience in budget execution and CPIC processes, and enjoys developing structured solutions that improve financial transparency and decision-making.

What You Will Be Doing:
- Lead analysis and support of Federal budget processes, including execution and formulation.
- Maintain Treasury-specific budget models and financial dashboards to reflect service activation dates, invoices, disputes, and payment status.
- Provide programmatic support for CPIC lifecycle, service planner updates, cost projections, and Treasury’s IT portfolio reporting.
- Manage and refine Standard Operating Procedures (SOPs) and assist with SLA credit applications and reconciliation.
- Communicate with cross-functional stakeholders including bureau liaisons, contracting officers, and vendors (e.g., AT&T).
- Prepare monthly invoice summaries and cost allocation files to align with Treasury’s financial compliance standards.
- Support process improvement through SharePoint management and real-time budget model updates
What We Need From You (Required):
- U.S. Citizenship required (NO EXCEPTIONS).
- 5+ years of hands-on experience in federal budget execution, CPIC processes, and financial analysis.
- Experience working with the Department of the Treasury or similar federal agency.
- Strong proficiency in Microsoft Excel, with advanced use of pivot tables, macros, and formula logic.
- Familiarity with federal financial management systems (e.g., GFEBS, DCAS, LMP) and payment processes (e.g., IPP, SLA, ULO reconciliation).
- Experience supporting IT cost allocations and developing budget tools in multi-entity environments.
- Strong written and verbal communication skills for executive-level reporting and client engagement.
Preferred Qualifications:
- Experience managing Service Planners (SPs) and Agency Hierarchy Code (AHC) for telecommunications or WAN programs.
- Knowledge of CPIC processes and IT portfolio management frameworks.
- Exposure to Department of Defense or civilian budget execution environments.
- Certification in financial management or PMP certification.
- Experience working with SharePoint site architecture or process automation tools.

Compensation:
- Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is 75k-90k.
