MetaPhase is currently supporting the Federal Transit Administration (FTA) through the Strategic HQ Integration and Functional Transformation (SHIFT) initiative, an 18-month effort to assess and optimize FTA Headquarters organizational structures, functions, staffing, governance, and workload models.

In support of this project, MetaPhase is seeking a Senior Human Capital Project Manager with ten or more (10+) years of experience, including demonstrated project lead experience, to manage delivery of the FTA SHIFT transformation initiative. In this role, it is expected that the Project Manager coordinates a cross-functional team spanning human capital, organizational design, business process reengineering, change management, and workforce analytics, and maintains execution discipline across the 18-month Firm-Fixed-Price engagement, managing risks and dependencies, coordinating leadership engagement, and ensuring high-quality and timely delivery of contract milestones and CDRLs.

What You Will Be Doing 

  • Manage day-to-day execution of a complex federal organizational transformation engagement
  • Develop and maintain the Project Management Plan and Integrated Master Schedule
  • Coordinate organizational design, human capital, BPR, workforce analytics, and dashboard workstreams
  • Manage dependencies, milestones, deliverable schedules, and leadership review cycles
  • Serve as a primary interface with government stakeholders, including the COR
  • Track risks, issues, decisions, action items, and mitigation strategies
  • Coordinate executive interviews, workshops, briefings, and feedback sessions
  • Ensure work remains aligned with FFP scope, schedule, quality, and acceptance requirements
  • Manage preparation and submission of monthly technical progress reporting and meeting documentation
  • Oversee quality control across organizational structures, implementation roadmaps, governance frameworks, analytical products, and technical deliverables
  • Manage the integration of leadership feedback into deliverables
  • Mentor and coordinate consultants and analysts across the project team

What We Need From You (Required)  

  • Minimum of ten or more (10+) years of relevant consulting, human capital, organizational transformation, or program/project management experience
  • Demonstrated project lead experience, specifically organizational human capital, and change management transformations
  • Experience managing complex federal consulting engagements
  • Experience managing multidisciplinary teams, schedules, risks, and client deliverables
  • Excellent executive communication and facilitation skills
  • Strong understanding of federal consulting delivery and contract requirements
  • Ability to manage multiple concurrent workstreams and aggressive deadlines
  • Ability to successfully fulfill FTA Public Trust suitability requirements

Nice to Have (Desired)

  • PMP certification
  • Experience supporting DOT or FTA
  • Experience managing Firm-Fixed-Price federal engagements
  • Organizational change management certification
  • Experience with organizational design or workforce transformation programs

Required Clearance

Ability to obtain and successfully fulfill FTA Public Trust/Suitability requirements; U.S. Citizenship preferred

Work Location 

Hybrid - Washington, DC. Remote work with onsite engagement at FTA Headquarters in Washington, DC as requested.

Education

Bachelor's degree in business, organizational development, public administration, project management, or a related discipline.
