MetaPhase is currently supporting the Federal Transit Administration (FTA) through the Strategic HQ Integration and Functional Transformation (SHIFT) initiative, an 18-month effort to assess and optimize FTA Headquarters organizational structures, functions, staffing, governance, and workload models.
In support of this project, MetaPhase is seeking a Human Capital Subject Matter Expert / Project Lead with ten or more (10+) years of experience to provide senior-level expertise in federal human capital, organizational design, workforce transformation, and change management while helping FTA leadership evaluate and implement optimized Headquarters organizational structures. In this role, it is expected that the SME/Project Lead works directly with senior agency executives and stakeholders to translate organizational, workforce, and mission requirements into practical Medium Change and High Change transformation options within FTA's target 10-office structure.
What You Will Be Doing
- Lead strategic analysis of FTA HQ organizational missions, functions, staffing, and organizational structures
- Facilitate interviews and workshops with senior executives and key stakeholders
- Develop and evaluate Medium Change and High Change organizational design options within FTA's target 10-office structure
- Develop business cases, value propositions, feasibility analyses, resource requirements, implementation schedules, and expected benefits
- Recommend optimized functional alignments, FTE configurations, reporting relationships, and organizational structures
- Define new or revised roles and responsibilities, including shared-services integrator positions
- Advise on governance structures, decision authorities, workflows, and organizational accountability
- Guide organizational change impact assessments, mitigation strategies, and adoption planning
- Support development of implementation roadmaps and SMART transformation goals
- Provide executive-level briefings and recommendations to FTA leadership
- Ensure recommendations are analytically sound, actionable, and aligned to agency mission outcomes
- Provide senior quality assurance across organizational design and human capital deliverables
What We Need From You (Required)
- Minimum of ten or more (10+) years of relevant human capital, organizational transformation, workforce strategy, or management consulting experience
- Significant experience supporting federal government organizations
- Demonstrated expertise in organizational design and organizational effectiveness
- Experience conducting workforce and functional assessments
- Experience advising senior executives on organizational transformation
- Demonstrated ability to translate qualitative and quantitative findings into executive-level recommendations
- Strong facilitation, stakeholder engagement, analytical, writing, and presentation skills
- Ability to lead complex workstreams involving organizational ambiguity and competing stakeholder priorities
- Ability to successfully fulfill FTA Public Trust suitability requirements
Nice to Have (Desired)
- Experience supporting DOT, FTA, or another federal transportation organization
- Experience with federal HR or shared-services consolidation
- Prosci, CCMP, PMP, SHRM, or related certification
- Experience designing federal governance or operating models
- Experience developing organizational manuals, functional statements, or workforce transformation strategies
Required Clearance
Ability to obtain and successfully fulfill FTA Public Trust/Suitability requirements; U.S. Citizenship preferred
Work Location
Hybrid - Washington, DC. Remote work with onsite engagement at FTA Headquarters in Washington, DC as requested.

Education
Bachelor's degree in organizational development, human resources, business, public administration, or a related field; advanced degree preferred.
