The Program / Department / Team 
Mercy Corps’ Sudan crisis response seeks to meet the humanitarian needs of vulnerable Sudanese and other conflict-affected people across the country.  Prosper Global Sudan is recognized as a leader in market systems, agricultural, and food security and building on this experience, the MC Sudan humanitarian program will layer in resilience and other program activities where appropriate and feasible to do so.  Assistance is delivered with a focus on needs, in partnership with local actors and civil society.  
 

Collective Sudan is an innovative nexus Consortium platform formed in August 2023, bringing together 19 organizations committed to delivering more effective assistance through a harmonized cash-plus approach. Guided by local knowledge, global best practice and evidence-based adaptation, Collective Sudan works across the country – including hard-to-reach areas – to provide inclusive, scalable, and integrated interventions that meet urgent needs while supporting foundations for recovery and resilience. By leveraging cash and markets to address multi-sectoral basic needs, Collective Sudan strengthens local agency, civil society and promotes economic stability while catalysing more coordinated, efficient and impactful humanitarian action and recovery. 

 

By positioning cash as the default modality, Collective Sudan enables choice and dignity aligned with accountability and people-centred design, while reducing harmful coping strategies and supporting local markets. CVA is faster, more cost-efficient than in-kind aid, and strongly preferred by communities. Through CVA and complementary interventions, Collective Sudan addresses complex, multi-sectoral needs, supports localization, and promotes economic recovery. 

 
The Position  
The Capacity Sharing Manager provides strategic and technical leadership for the design, coordination, and delivery of capacity strengthening across the Collective Sudan (CCS), with a strong emphasis on advancing localization and partner-led programming. This role ensures a coherent, consortium-wide approach to strengthening national NGO partners across technical (CVA), organizational, and systems capacities, combining strategic oversight with targeted hands-on support where needed. The Manager leads the development of capacity strengthening strategies, frameworks, tools, and workplans, ensuring alignment with CCS program priorities, donor expectations, and global best practice.
 
The Manager works closely with the Deputy Chief of Party, Partnerships Manager, Programs Advisor and other members of the CCS Secretariat, as well as all partner organizations to ensure that capacity strengthening is contributing to improved quality, accountability, and sustainability of programming.
 
Essential Responsibilities
Program Management 
  •  Coordinate with CCS Secretariat and national and international partner teams on planning and monitoring implementation of CCS CVA activities. 
Technical Support
  •  Provide technical support and guidance for quality CVA implementation through active support and accompaniment with partners as needed.
  •  Develop and disseminate harmonized CCS tools, guidelines, and best practices to support effective CVA implementation.
  •  Ensure CVA program implementation is in line with sector best practice and the highest feasible quality standards while balancing current humanitarian imperatives.
  •  Facilitate peer-to-peer learning and knowledge exchange among consortium members.
  •  Collaborate with MEL teams to refine indicators and methodologies to measure the impact and effectiveness of CVA programming.
  •  Lead or contribute to the documentation of lessons learned, case studies, and evidence generation.
Capacity Development 
  •  Working closely with Capacity Building and Localization Coordinator, demonstrate a focus on the capacity strengthening of national NGOs in the nascent CVA space in Sudan, ensuring sustainability of response and contributing toward localization.
  •  Conduct or update Cash Capacity Assessments on a periodic basis to measure progress and organizational technical development
  •  Develop and deliver tailored capacity-building initiatives, including training, mentoring, and on-the-job accompaniment support for staff.
Strategy
  •  Continuously review and advise on adaptations and adjustments to the CCS CVA programming for growth and sustainability, considering access and liquidity environment.
  •  In collaboration with INGO national, regional and global cash experts, support the development of a consortium-wide CVA strategy.
  •  Recognize opportunities for innovative action and explore implementation possibilities with the CCS, including providing technical and management support to pilot CVA programming utilizing alternative or digital financial solutions including NFC cards, mobile money, cryptocurrency, and other vouchers modalities.
  •  Maintain strong and transparent communication with consortium partners at all levels. 
Finance & Compliance Management
  •  Ensure that consortium partner CVA activities are compliant with donor and grant holder rules and regulations, including strengthening national partner reconciliation and financial procedures as they relate to cash programs.
  •  Advise partners on the mapping, selection, management, contracting, and use of financial service providers.
Representation and Coordination 
  •  Support Protection Manager and DCOP to scale referral intakes and outgoings to complementary sectoral services and to access MPCA.
  •  Assist the Cash Working Group with various technical subgroups, such as the MEB working group, FSP working group and others as needed.

Workplans for the expert will be developed primarily by the CCS Secretariat team with inputs from the CCS Technical Working Group (currently made up of cash technical focal points from each of the INGO) and the CCS Steering Committee (consisting of all INGO Country Directors / Senior Management).

Accountability
Reports Directly To: The CVA Manager will be hosted by Prosper Global but managed within the Cash Consortium of Sudan structure. 1) They will report directly to the CCS Deputy Chief of Party for technical and day-to-day oversight while 2) Prosper Global partnership team will act as the administrative manager – as the lead agency for the CCS and the grant holder for sub-grantees.

Accountability to Participants and Stakeholders
Prosper Global team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills  
  •  Bachelor’s degree in social sciences, economics, business administration, international development, or related field.
  •  Minimum 5 years of relevant experience in humanitarian or development programming, with at least 2 years supporting Localization and Capacity Strengthening or Cash and Voucher Assistance (CVA) or livelihood interventions.
  •  Demonstrated experience in training, mentoring, or organizational capacity strengthening with national NGOs or community-based organizations.
  •  Experience working with or through local partners, preferably in consortium or multi-agency settings.
  •  Sound understanding of CVA programming principles
  •  Strong facilitation and adult learning skills, able to adapt content to different literacy and experience levels.
  •  Proven ability to build trust and collaboration with diverse stakeholders, including local NGOs, community groups, and consortium partners.
  •  Excellent communication and presentation skills in Arabic and English (written and verbal).
  •  Willingness and ability to travel regularly within Sudan, including to reasonable field and hard-to-reach areas.
 
Success Factors
The successful Capacity Sharing Manager will combine deep technical knowledge of cash transfer programming with practical experience in supporting and developing partners. They will demonstrate creativity and adaptability in addressing challenges, particularly in complex or conflict-affected contexts. The officer will have strong communication and interpersonal skills to engage a range of stakeholders and foster effective partnerships. They will be experienced in designing, leading, and supporting capacity development initiatives, helping partners improve their systems and practices. The ideal candidate thrives in dynamic environments with many stakeholders, manages multiple priorities efficiently, and approaches challenges with problem-solving and accountability. Clear, collaborative communication, and teamwork are central to success in this role.
 
Living Conditions/ Environmental Conditions
This position is based in Nyala, Darfur but will be roving across all Darfur states (candidate will be hosted by different partners in the consortium depending on state) .The position requires up to 60% domestic travel to support state programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
