Program / Department Summary
The International Finance Department plays a key role in supporting financial operations in Mercy Corps’ country programs throughout the world by working collaboratively with country finance staff and providing guidance in grant management, budgeting, accounting and other financial functions in accordance with Mercy Corps’ internal policies and procedures as well as donor regulations. The IF Department ensures the timely, complete and accurate reporting of financial information from Mercy Corps’ country offices and is responsible for ensuring that all financial reporting requirements to donors are met in a timely and accurate way. The IF Department also works closely and collaboratively with the HQ Program Department in support of country program objectives as well as the HQ Accounting Department in support of corporate financial functions.
General Position Summary
The Manager, International Finance provides strategic direction, vision and leadership to the HQ International Finance team by giving guidance and oversight assistance in various task areas, including: supervision of the Regional Finance Officers (RFOs), review of financial reports for donor submission, and ensuring there is back-up support for RFOs when unavailable.
Essential Job Responsibilities
- Train and manage the Regional Finance Officer team comprised of 11 FTEs.
- Monitor individual and team performance, provide problem-solving frameworks, remove obstacles and set goals, team priorities and standards.
- Serve as focal point (or delegate this responsibility) to teams outside of IF for purposes of coordination and collaborating on projects and tasks (Corporate Finance, PaQ, RPT, TSU, RD, etc.)
- Provide oversight to ensure the timely and accurate external reporting of grant financial data to donor agencies, including online submission of the quarterly USG SF-425 reports.
- Provide oversight to ensure that RFO team is trained to provide assistance to the field and the HQ Regional Program Team in proposal budget preparation, review of financial data required for proposal submissions and interpretation of reports and other financial data.
- Ensures backstop support for RFOs when they may be unavailable during travel or in case of emergency requests to ensure ongoing support for field needs.
- Notify Director of International Finance on a timely basis of actual or potential financial and/or compliance deficiencies identified during daily work.
RECRUITMENT & OTHER
- Provide direction for and support of recruitment activities for Field Finance positions in accordance with Mercy Corps recruitment standards and policies.
- Serve as focal point for finance short-term assignment sourcing and talent pipelines, in coordination with Talent Acquisition.
- Assist with career-pathing discussions for field finance staff.
- Other duties as assigned or requested.

Senior Finance Officer, Regional Finance Officers, Finance Officer, Grant Administration Officer, Finance Technical Advisors
- Reports Directly To: Senior Director of International Finance
- Works Directly With: International Finance, Country Finance Managers and Field Staff, Accounting Supervisor, Corporate Finance, Treasury, Regional Program Teams, MCE Finance staff, Finance & Compliance Support Unit, People Team, Resource Development and other departments as needed.
Knowledge and Experience
- BA/S or equivalent in finance, accounting or a relevant field. An advanced degree preferred.
- 3 years of experience with not-for-profit fund accounting including knowledge of rules and regulations governing the compliance/regulatory management of grants from the US Government (i.e., USAID, USDA, BPRM) and other agencies (i.e., UN, EC) is necessary.
- 5- 8 years of progressive financial management experience in a medium to large organization, including responsibility for budgeting, financial management, accounting and financial decision-making.
- Demonstrated experience and understanding of generally accepted accounting principles, financial reporting, accounting systems, budget development and administration is required.
- Effective leadership and mentoring skills imperative, with strong liaison and “translation” skills to non-financial departments.
- Effective verbal and written communication, analytical, organizational and prioritization skills as well as staff management and leadership abilities are necessary.
- Proven ability to successfully communicate project purposes, goals and objectives, and initiate and maintain positive relationships with field staff, program staff and donor agencies is necessary.
- Employment overseas and experience working for an NGO with USAID is preferred.
The successful International Finance Manager will have a strong understanding of multi-donor finance and accounting in a relief and development setting. The ability to thrive in a fast-paced, multi-tasking environment while maintaining the respect of staff and colleagues is essential for this position. The International Finance Manager must be able to lead, motivate and mentor the RFO team and ensure the collaborative achievement of team goals. Living Conditions / Environmental Conditions
This position is based in Portland. International travel to field offices is estimated at 15% to locations where Mercy Corps operates. Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit / short term assignment to a field posting.
