Purpose / Project Description: 

The primary purpose of this consultancy is to support the Mercy Corps MENA/Europe region in achieving its Safe, Diverse, and Inclusive (SDI) objectives by conducting a comprehensive assessment of current safe programming practices and based on the findings, developing a strategic, forward-looking Regional Safe Programming Approach. This initiative aims to systematically identify strengths, gaps, and challenges in Safeguarding, Community Accountability Reporting Mechanisms (CARM), Gender Equality and Social Inclusion (GESI), and protection, ultimately leading to a coordinated framework that enhances program quality, accountability, and impact across the region.

 

Consultant Objectives: 

The consultant will be responsible for achieving the following key objectives:

  • To assess the current state of Safeguarding, CARM, GESI, and protection integration across a representative sample of country programs (Georgia, Syria, Palestine) and with the possibility of including either Jordan or Yemen.
  • To identify and document existing best practices, recurring gaps, systemic challenges, and key lessons learned, including insights from the Ukraine Safe Programming Report.
  • To facilitate a collaborative sense-making process with country, regional, and global teams to validate assessment findings and build collective ownership of the results.
  • To develop a practical and actionable Regional Safe Programming Framework that provides clear guidance, principles, and a structure for improving coordination, resourcing, and implementation of safe programming.
  • To support the socialization and initial rollout of the framework to key stakeholders, ensuring clarity and readiness for adoption.

The consultancy will be implemented in two phases, corresponding with the project structure.

Phase 1: Safe Programming Assessment  

• Inception: Conduct an initial literature review of key documents (e.g. policies, work plans, regional strategies).  


• Tool Development: Design and finalize data collection tools (e.g. surveys, Key Informant Interview guides).  


• Data Collection: Conduct the agreed upon number of KIIs with country office and regional office. 


• Data Analysis & Reporting: Analyze collected data and draft a comprehensive Safe Programming Assessment Report.  


• Validation Workshop: Co-facilitate a sense-making workshop with MC staff to validate findings. 

1.       Inception Report with a preliminary literature review and detailed work plan (estimated 10-15 pages). 

2.       Finalized Data Collection Tools.

3.       Draft Safe Programming Assessment Report (including executive summary, methodology, findings, best practices, gap analysis, and preliminary recommendations) estimated 25-30 pages. 

4.       Prepare presentation for validation workshop, estimated 15-20 slides.

5.       Final Safe Programming Assessment Report, incorporating feedback from the validation workshop, estimated 25-30 pages. 

December 2025 to 31st of January 2026

Phase 2: Framework Development 

 

 

Framework Drafting: Develop a draft "Regional Safe Programming Approach" framework document.

Guidance Development: Outline clear guiding principles and a plan for socializing the framework across country offices.

Stakeholder Validation: Facilitate up to two validation workshops with Country Office and Regional Office staff to refine the draft framework. 

Launch Support: Develop presentation materials and co-facilitate a launching webinar for the final framework. 

6.       Draft Regional Safe Programming Framework document.

7.       Guiding Principles and Socialization Plan.

8.       Presentation materials and workshop report from validation sessions. 

9.       Final Regional Safe Programming Framework, associated launch materials and framework snapshot. 

10.     A concluding consultancy report summarizing the process, outcomes, and any further recommendations, estimated 10-15 pages. 

1st of February to 30th of April 2026 

 

Timeframe / Schedule: 45 working days distributed throughout Dec 2025 – April 2026. 

 

The Consultant will report to: MENA/E Regional Social Integration and Development Advisor.

The Consultant will work closely with: Core project team, including the Regional Safeguarding Advisor, Regional Program Standards Advisor, Regional TEQ Director, and Country teams. Mercy Corps will be responsible for facilitating introductions to country office teams, providing necessary documents, and reviewing all deliverables in a timely manner.

 

 

Required Experience & Skills:  

  • Advanced degree in International Development, Social Sciences, Human Rights, Law, or related field. 
  • Proven expertise and a minimum of 7-10 years of experience in Safe Programming, Safeguarding, Protection, CARM, and GESI in humanitarian and development contexts. 
  • Demonstrated experience in conducting similar assessments, evaluations, and developing strategic frameworks for international NGOs.
  • Strong qualitative data collection and analysis skills, particularly in conducting Key Informants Interviews (KIIs) and facilitating in-person and online workshops. 
  • Excellent report writing, communication, and presentation skills. 
  • Fluency in English is required. Proficiency in Arabic language is desired.  
  • Tracked record of working experience with the MENA/Europe context and Mercy Corps' operating model is desirable.
