The Gender Team leads efforts to ensure that Mercy Corps reaches our ambitious gender equality and social inclusion goals in our programs. The gender team leads the development of strong proposals and concept notes to ensure the integration of gender and social inclusion at all phases of the program cycle; and it sets strategic direction for organizational systems and processes to be sensitive to gender and social inclusion.

Purpose / Project Description:

In October 2020, Mercy Corps launched a new 3-year Gender Equality, Diversity and Social Inclusion strategy. The strategy details a comprehensive approach for achieving GEDSI institutionally and programmatically. Key among the programmatic outcomes detailed in the strategy is the design and implementation of GESI-responsive[1] and GESI-transformative[2] programs.  While the agency has made some strides in advancing teams’ adherence to its Gender Minimum Standards, team members continue to struggle with core elements of GESI-responsive programming namely, GESI analysis and the use of GESI analysis findings to inform program design.  The GESI Team is seeking a consultant to lead the facilitation of a participatory virtual training workshop on GESI integration and analysis for 10-15 Mercy Corps team members located in the Asia region.

Consultant Activities:

Lead the facilitation of an interactive and participatory 6-day virtual workshop focused on the following learning objectives:

By the end of the training, participants will be able to

  • Define key GESI concepts (e.g., gender; sex; gender equality; gender equity; intersectionality; social inclusion etc.)
  • Describe the influence of gender norms in their personal lives
  • Explain the importance of addressing GESI issues in programming
  • Explain the importance of applying an intersectional lens to program design
  • Describe the key features of GESI-responsive and GESI-transformative programs
  • Describe the key steps of a GESI analysis process
  • Explain the components of Mercy Corps’ GESI analysis framework
  • Develop a GESI analysis work plan
  • Complete a secondary GESI analysis using the IGWG Gender Integration table
  • Develop a programmatic GESI action plan using the IGWG Gender Integration table

Consultant Deliverables:

  1. 2–5-page report summarizing pre and post-workshop evaluation results, and detailing key recommendations for next steps.

Mercy Corps estimates this assignment will require about 10 days to complete.

Consultant Skills, Competencies and Requirements:

  • 5-10 years of experience in relevant technical field 
  • Located in a time zone that will accommodate the working hours of participants based in the Asia region and/or willingness to prioritize the time zones of participants located in the Asia region (required)
  • Demonstrated expertise in the facilitation of in-depth personal self-reflection on gender equality, diversity and social inclusion issues
  • Demonstrated experience facilitating GESI reflective practice in diverse cultural settings
  • Excellent knowledge of GESI analysis and integration
  • Excellent knowledge and experience with the use of participatory methodologies/tools for virtual facilitation
  • Demonstrated experience leading technical trainings on GESI analysis and integration
  • Demonstrated sensitivity to contextual and cultural perspectives
  • Demonstrated ability to facilitate group sharing on sensitive issues
  • Demonstrated ability to manage conflict and power dynamics in group settings

[1] Gender Responsive Programs acknowledge the role of gender norms and inequalities and seek to limit their harmful impacts, but do not aim to change power relations in pursuit of gender equality. These programs might address the symptoms of gender inequality, but not the root causes.

[2] Gender Transformative Programs have gender equality and inclusion indicators at the outcome level or higher and examine, question and change harmful gender norms and power imbalances.
