The Program / Department / Team
Prosper Global Sudan crisis response seeks to meet the humanitarian needs of vulnerable Sudanese and other conflict-affected people across the country. Collective Sudan (formerly the Cash Consortium of Sudan) is an innovative nexus partnership platform, administratively, it is hosted by Prosper Global however it brings together 19 national and international organizations committed to delivering more effective humanitarian assistance and recovery support through a harmonized cash-plus approach across Sudan. Guided by local knowledge, global best practice, and evidence-based adaptation, Collective Sudan works across all regions of Sudan, including hard-to-reach and conflict-affected areas, to deliver inclusive, scalable, and integrated interventions that meet urgent needs while laying foundations for recovery and resilience.
Collective Sudan's vision is an inclusive, locally led, and resilient Sudan where all essential needs are met with dignity, flexibility, and efficiency. Its mission is to collectively deliver safe, inclusive, and effective cash and markets programming to crisis-affected people across Sudan while reinforcing the local actors and systems needed to drive long-term resilience. The platform's response is anchored in large-scale multi-purpose cash assistance (MPCA), group cash transfers (GCTs) for community responders, emergency business grants (EBGs) for markets, and a growing portfolio of recovery and resilience programming. Beyond direct implementation, Collective Sudan strengthens the humanitarian system through investments in local response capacity, evidence generation, shared systems, coordination mechanisms, referral pathways, and innovations.
Collective Sudan supports approaches that strengthen coordination, collaboration, information sharing, and collective problem solving across the humanitarian response. Area-Based Coordination (ABC) is one mechanism through which local responders, national and international NGOs, UN agencies, community actors, and other stakeholders can come together to improve shared analysis, coordination, referral pathways, and response effectiveness at sub-national level. Collective Sudan contributes resources, technical support, learning, and convening functions that help strengthen these locally led coordination efforts while respecting their independence and ownership.
The Position
The Area-Based Coordination Coordinator serves as Collective Sudan's primary focal point for engagement with Area-Based Coordination (ABC) structures across Sudan. The position supports coordination efforts through facilitation, technical accompaniment, learning, information sharing, relationship building, and resource mobilization.
Working closely with ABC coordinators, local responders, consortium members, UN agencies, donors, and other humanitarian stakeholders, the role helps strengthen collaboration, collective analysis, referral pathways, and operational coordination at sub-national level. The position also supports stronger linkages between local coordination structures and national-level humanitarian discussions, ensuring local perspectives, priorities, and challenges are reflected in broader response planning and decision-making.
The role does not manage ABC structures directly, but rather supports their effectiveness, sustainability, and local ownership through partnership, facilitation, and strategic engagement.
Essential Job Functions
Program Leadership & Portfolio Management
- Coordinate and oversee Collective Sudan's support to Area-Based Coordination initiatives, ensuring that assistance, resources, and engagement remain responsive to priorities identified by ABC coordinators and participating stakeholders.
- Ensure delivery of CCS commitments, reporting requirements, and funded activities related to Area-Based Coordination support.
- Lead development and implementation of portfolio workplans, performance monitoring frameworks, and adaptive management processes.
- Ensure activities remain aligned with donor requirements, and evolving humanitarian and resilience needs.
- Promote evidence-informed decision making by supporting links between operational actors, local responders, and ABC structures, while encouraging the use of locally generated analysis to inform humanitarian planning, coordination, and program adaptation.
Area-Based Coordination Leadership
- Support ABC coordinators to identify operational, administrative, advocacy, information management, evidence, and resourcing needs and facilitate access to appropriate support, partnerships, and resources.
- Strengthen connections between sub-national coordination efforts and national humanitarian architecture, helping elevate locally identified priorities, constraints, and opportunities.
- Support local actors and ABC coordinators to co-design, establish, strengthen, and where appropriate, adapt or expand area-based coordination in priority locations.
- Provide technical and strategic accompaniment to ABC coordinators and participating stakeholders to strengthen locally led, multi-sectoral coordination approaches.
- Support in identifying, leveraging and integrating areas of overlap across humanitarian, recovery, resilience, durable solutions, social protection, returns and reintegration, private sector, and development agendas, promoting greater coherence, complementarity, and collective outcomes across the response.
- Represent and amplify the positions and perspectives of state-level ABC coordinators within national humanitarian coordination mechanisms, ensuring that area-based analysis, community priorities, operational constraints, and response opportunities are reflected in national coordination, planning, and policy discussions. Provide timely feedback to state ABC Coordinators.
- Facilitate joint planning, response analysis, gap identification, and coordination processes at sub-national level, working with and avoiding overlap and duplication between ABCs, the INGO forum and OCHA.
- Promote localization and meaningful participation of national and local actors in coordination processes.
Information Management, Analysis & Learning
- Promote the generation, synthesis, exchange, and practical use of evidence to strengthen area-based coordination and humanitarian decision-making.
- Support ABC coordinators and participating stakeholders to access and utilize relevant evidence, analysis, research, assessments, response mapping, and lessons learned generated by humanitarian, development, research, and coordination actors.
- Facilitate the translation of local priorities, operational insights, and community-level analysis emerging from ABC structures into broader humanitarian learning, planning, advocacy, and policy discussions.
- Support the identification of evidence gaps and learning priorities and connect ABC structures with relevant technical, information management, research, and assessment partners where appropriate.
- Promote knowledge-sharing and cross-learning between ABC structures, operational agencies, local responders, and national coordination mechanisms to strengthen collective analysis and improve response quality.

Technical oversight of ABC Coordinators only.
Accountability
WORKS DIRECTLY WITH: CCS Secretariat, ABC Coordinators, local responder networks, humanitarian coordination actors, donors, grants and finance teams, and other relevant stakeholders.
Knowledge and Experience
- BA/BS in International Development, Humanitarian Affairs, Public Policy, Social Sciences, Economics, Political Science, or related field; Master's degree preferred.
- Minimum 8 years of progressively responsible experience in humanitarian programming, coordination, consortia management, systems strengthening, research, policy, learning, or related fields.
- Demonstrated experience managing complex multi-partner programmes funded by institutional donors.
- Significant experience facilitating coordination among NGOs, UN agencies, donors, local actors, and government stakeholders, both in-person and remotely.
- Strong understanding of humanitarian coordination systems, localization, cash assistance, area-based approaches, and humanitarian reform agendas.
- Experience managing partnerships indirectly, where influence, collaboration, and facilitation are the main mechanisms and there isn’t direct authority.
- Strong analytical, strategic planning, problem-solving, and stakeholder management skills.
- Excellent written and verbal communication skills, including donor engagement and report writing.
- Experience operating in conflict-affected and politically sensitive environments required.
- Fluency in English and Arabic required.

The successful Area-Based Coordination Coordinator will be a highly collaborative facilitator who excels at building trust, navigating complex stakeholder relationships, and supporting collective action. They will be comfortable working in environments where influence is achieved through partnership, credibility, diplomacy, and relationship-building rather than formal authority.
The ideal candidate will demonstrate strong political awareness, excellent judgment, and an ability to engage effectively with local responders, NGOs, UN agencies, donors, and coordination bodies. They will be committed to strengthening locally led coordination approaches and helping diverse stakeholders work together to improve humanitarian outcomes.
Living Conditions / Environmental Conditions
The position is based in Darfur, Sudan and it requires up to 60% travel to support ABC programs and operations in Sudan and neighbouring countries such as Chad, South Sudan, and Kenya. This may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
