Department Summary
The Subaward & Compliance coordinator is a member of the Country Office Finance team for Mercy Corps' and as such is responsible for contract negotiation/execution, risk evaluation, monitoring, and post award activity for outgoing subawards issued, compliance with the donor regulations and working collaboratively with other program team members to ensure compliance with Mercy Corps internal policies and procedures during the STA period. The Subaward Contract and Compliance coordinator primary focuses is on the drafting, negotiation and execution of subaward agreements and amendments to external organizations. S/he works under the direct supervision of the Subaward and Compliance manager and works closely with staff dedicated to the program, Finance and Monitoring and Evaluation, and the Operations department teams, and consult regularly with Mercy Corps HQ.
Essential Job Responsibilities
- Prepare and review sub-grant agreements. Coordinate selection of subaward agreement type, draft subaward and negotiate subaward agreements with selected subrecipients.
- Review and interpret prime award terms & conditions, Mercy Corps' policy documents, and proposal materials to ensure appropriate flow-down terms and conditions from the prime award and identification of special terms and conditions that may be required. Apply laws and regulations related to specific subawards.
- Conduct subgrantee pre-award assessments (Due diligence) and recommend modifications to the sub grant agreement and/or monitoring plan to lessen financial and compliance risks.
- Prepare subaward monitoring plan for new subawards as soon as the subaward agreement signing and conduct monitoring visits
- Create sub award cards, review & post financial reports and record subaward information on Navigator.
- Review subaward information for active prime Awards in Navigator and clear backlogs related to modifications, monitoring, reporting and closeouts.
- Coordinate with the Grant and Compliance team and ensure that all subgrant files are kept up to date as per grant file in SharePoint & in hard Copy in the Addis Ababa finance unit and the files kept are meeting the standard required and helpful for all future references.
- Review subgrantee financial reports for correctness and completeness and ensure that reports are submitted on time.
- Maintain sub grant tracking as well as financial files in accordance with the Field Finance Manual.
- Process sub grantee payments and reconcile sub grant financial tracking to general ledger reports.
- Assist in subgrant close-outs ensuring that all requirements of the sub grant agreement have been met and that Sub grant funds have been properly settled.
- Provide compliance guidance and consultations to subrecipients on a demand-driven basis.
- Participate in the development of the overall programmatic strategy and strategy for the subawards program.
- Provide training and support to sub-recipients and for incoming staffs on subaward compliance, reporting, and financial management.
- Provide training and support to sub-recipients on compliance, reporting, and financial management.
- Develop subaward management tools and resources to enhance sub-recipient capacity.
- Maintain accurate records of sub-award agreements, communications, and performance metrics.
- Prepare reports on sub-award activities for internal stakeholders and donors as required.
- May require occasional travel for site visits and capacity-building workshops.
- Office environment with standard working hours, although flexibility may be needed to meet deadlines.

- Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to countrywide strategy development.
- Develop and organize activities to secure resources for programs and convince stakeholders to provide support.
- Ensure compliance with donors, Mercy Corps regulations and relevant statutory requirements

- Make sure GESI issues are properly reflected during program management

- Works Directly With: Finance, and Program teams.
- Ability to manage multi-tasking and workload to meet strict deadlines with ease that involves meticulous planning, prioritization, and time management
- Holder of BA/BSc Degree or equivalent in accounting or finance, management, economics required; advanced degree preferred.
- At least 3 years of relevant field or management experience of complex, multi-dimensional programming including administering small subawards in an INGO environment.
- At least 3 years' experience in grants and subgrant management as well as an understanding of USAID, SIDA, EU, FCDO, Hilton Foundation, JOA, the UN Agencies, etc. regulations required.
- Demonstrated experience and skill with administrating solicitations for subawards, assessing potential subrecipients and proven ability to oversee a team that is responsible for monitoring subrecipients.
- Advanced computer skills in MS Office Suit Applications, (Word, Excel, PowerPoint, Outlook), and Previous experience using Navigator
- Experience working in similar roles within Mercy Corps
- Effective verbal and written communication with national and international staff, organizational and prioritization skills.
- Excellent oral and written English Language skills required.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
