Program / Department / Unit Summary 

Mercy Corps has been operating in the Democratic Republic of the Congo (DRC) since August 2007, with a staff of approximately 400 people working in Eastern DRC. Mercy Corps’ national office is in Goma with sub-field offices in North Kivu, South Kivu and Ituri provinces. Mercy Corps’ key programming areas include a combination of longer-term development and immediate humanitarian response programs in order to: 1) Improve water service delivery and ensuring equitable access to Water, Sanitation and Hygiene services, in urban and rural areas; 2) Improve food security and nutrition; 3) Promote diversified livelihoods, economic recovery and development. Mercy Corps DRC’s humanitarian programs aim specifically to assist populations affected by the conflict and crisis in Eastern Congo with multi-purpose cash assistance and emergency WASH support to displaced and host populations. Mercy Corps is also currently responding the unfolding Ebola epidemic in North Kivu and Ituri Provinces. The current annual budget includes resources from DFID, USAID, ECHO, UN-donors, Government of Netherlands, OFDA, FFP, SDC and others.

 General Position Summary

Under the supervision and guidance of the People & Administration Director, the Human Resources Manager is responsible for managing all aspects of the Human Resources unit of Mercy Corps’ DR Congo, except recruitment. He/She will manage the general human resources of the Goma office and provide functional support to field offices human resources team. Working closely with the operations team and others internal stakeholders, he/she will ensure that all details of activities operate under the human resources rules and procedures of Mercy Corps. He/she will ensure that the tasks assigned to human resources work contract management, benefits and compensation, performance and career management, are performed timely and in compliance with Donor and Mercy Corps procedures. Essential Job Responsibilities 

Strategy and Vision
  • Provide direct support to ensuring that all MC DRC offices meet minimum standards in HR.
  • Develop and maintain a comprehensive dashboard for HR, to ensure follow-up and analysis is updated on a weekly and monthly basis
  • Contribute to HR Department strategic plan for Mercy Corps DRC.
HR Legal aspects
  • Advise the whole staff on the best current practices in the DRC, as well as current legislation relating to labor code, social security law and taxes.
  • In close coordination with the Senior legal advisor and MC lawyer, ensure that Mercy Corps’ DRC staff regulations, contracts, documentation, policies and procedures are in line with the laws of the Government of the DR Congo and in compliance with Mercy Corps and Donor regulations
  • Manage all HR functions in accordance with Congolese law (e.g. the Labor Code) and procedures of Mercy Corps, i.e. orientation, performance evaluation, career development, training, diversity training, HR information system (HCM) risk management and maintenance of complete HR records.
  • Stay informed on an ongoing basis in terms of current legislation and changes relating to HR policies and "best practices" to ensure that current policies and future staffing, employment practices and compensation packages are within the standards, procedures, guidelines and policies established by Mercy Corps, as well as Congolese national laws
General Human Resources Management (HRM) 
  • Conduct routine activities of human resources office of Mercy Corps, attend to program operations, manages the work plan of Human Resources team
  • Serve as the second level contact person for all HR related matters of Mercy Corps DRC and maintain good relations and representation with government and NGOs working in DR Congo.
  • Make sure that personnel management matrices (matrix personnel, leave, attendance, performance, discipline, presence / absence, contracts etc.) are followed by Team Leaders and officers.
  • Develop and review policies of the National Staff, the HR national Team handbook, the Procedures Manual, and recommend changes required new or existing policies and practices of personnel management
  • Manage disciplinary process, and other procedures related to the termination of contracts in accordance with the internal policies of Mercy Corps and the labor code of the DRC 
  • Work with relevant supervisors and line managers to ensure that the position descriptions of the staff are reflecting their work and are updated; and develop Scope of Work, Terms of Reference and PDs for short-term, contracted staff members
  • Ensure that all HR related paperwork, personnel files and other documents are maintained and updated
Benefits and Compensation Management
  • Coordinate and monitor the review of compensation and benefits package of national staff to ensure equitable, consistency, fairness and competitive remuneration system within DR Congo INGO environment.
  • Manage local staff benefits and compensation package in accordance with labor law and in alignment with MC DRC policies and procedures; 
  • Supervise data collection during local market surveys on the benefits and wages periodicals;
  • Proceed with job classification, set compensation levels, and makes sure that job descriptions are prepared.
  • Develop, review and update salary scale in accordance with MC compensation philosophy.
  • Manage Mercy Corps’ DRC Health and Medical Expenses Policy, track expenditures, etc
Performance Management and Career Development
  • Oversee staff performance management and ensure staff appraisal are done before any contract renewal;
  • Develop annual staff training plan in accordance with MC DR Congo staff development and career management strategy.
  • In collaboration with the Gender Country Advisor, provides support on the Gender Diversity and Inclusion initiatives. 
  • Ensure the effectiveness and efficiency of HCM (Human Capital Management) for quality HR data management.
  • Support MC Staff development initiatives like PMD-Pro, Emerging Leaders Programs etc…
Compliance Management
  • Support the team to ensure compliance with donor and Mercy Corps regulations related to Human Resources procedures.
  • Ensure monthly visit to the different MC offices in the country where HR teams are present to implement the controls checklist.

Influence and Representation

  • Participate to INGO Coordination HR Cluster meeting
  • Communicate effectively to ensure the HR unit strategic targets and donor obligations are met.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning

Accountability to Beneficiaries

  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Supervisory Responsibility

  • This position will supervise directly at least 3 persons 

Reports Directly To: HR and Admin Director

Works Directly With: HR team, Admin Team, OPS team, Program Teams.

Knowledge and Experience 

  • 3+ years of work experience in the HR field.
  • Bachelor’s degree in a related field
  • Experience working in the DRC legal and cultural context (or similar contexts) 
  • Knowledge of career development approaches and expectations
  • Experience in Human Resources Management.
  • Ability to multi-task and juggle several tasks and relationships at one time.
  • Excellent communication skills Required 
  • Fluency in French required; Swahili and English a plus

Living Conditions / Environmental Conditions

This position is based in Goma, DRC and unaccompanied.

Travel up to 20%

The position is based in Goma, DRC and it requires travels to various locations within North and South Kivu. While conditions in the country are improving, there are still pockets of violence and insecurity and petty crime is present. Mercy Corps' offices experience variable levels of insecurity, with the situation closely monitored by UN peacekeepers. Years of conflict and corruption have badly damaged the country's infrastructure. Air travel is necessary to get from one end of the country to the other. Mobile phones and cellular service are widely available. Internet is limited, but available in all Mercy Corps’ offices. Travel to field sites will be required where living conditions are clean and secure, but basic. There are a number of health services available with several evacuation options for serious illnesses. There is reasonable access to most consumer goods. 

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
