Department Summary  
The Mercy Corps Finance and Compliance Department is responsible for all financial functions in Palestine, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance and Compliance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively. 
 
General Scope Summary  
Working in the Finance and Compliance Department under the direction of the Finance Director, the Grants and Finance Manager will have primary responsibility for managing overall Mercy Corps Palestine compliance with Mercy Corps and Donor rules and regulations and will ensure the accuracy and completeness of Mercy Corps accounting records. 
Essential Scope Responsibilities  
  • Ensure that MC programs are executed in alignment with the prime award agreement and the applicable donors’ regulations, staying abreast of changes in regulatory environment related to donor/grant compliance, update programs’ compliance procedures as necessary. 
  • Prepare monthly BVAs reports for effective programs.  
  • Provide financial review of purchase requests, purchase orders, contracts and payment requests to ensure compliance with Mercy Corps’ policies and procedures and project budgets and ensure compliance with Mercy Corps’ procurement policies and procedures for all goods and services as per AAM. 
  • Review the monthly payroll of JR & WB employees, and review Gaza payroll.  
  • Support the month end accounting close process, ensuring the accuracy and completeness of the ledger, sub journals and all supporting documentation in all country offices. 
  •  Ensure efficient and timely coordination with the Gaza Finance Team. 
  • Coordinate the preparation and ensure the on-time submission of the monthly reporting package to HQ. 
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded. 
  • Monitor cash and bank balances and coordinate monthly cash flow requests from sub-offices; prepare consolidated country cash flow requests to HQ. 
  • Lead process of responding to financial audit requirements.  
  • Ensure timely and accurate submission of approval requests to the donor and MC HQ. 
  • For the designated Complex Program, ensure the MC Complex Program compliance tracker is up to date and reviewed with the relevant departments monthly. 
  • Responsible for pre-award financial review and other due diligence of apparently successful partners. 
  • Coordinate selection of subaward agreement type, draft subaward and negotiate subaward agreements with selected subrecipients. 
  • Draft modifications to subawards, as needed. 
  • Ensure sub-grant tracking as well as financial files are maintained in accordance with the Field Finance Manual.  
  • Assist in sub-grant close-outs ensuring that all requirements of the sub-grant agreement have been met and that sub-grant funds have been properly settled. 
  
  
Other Duties:  
  • Assist in the training and support of the Finance and Compliance team members in field offices, including answering daily questions, training new hires, making field visits, etc.  
  • Ensure all staff are fully aware of donor and internal regulations. 
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

  • Provide team members with information, tools and other resources to improve performance and reach objectives.

Accountability to Beneficiaries  
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects. 
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues. 
Accountability  
Reports Directly To: Finance Director 
Works Directly With: Country Finance and Compliance Team, Operations team members, Program Managers, and others. 
  
Knowledge and Experience  
  • Five years or more of Financial and Grants Management experience is required. 
  • A university degree in accounting is required. 
  • Five years or more in the Finance and Compliance Department of an international NGO is preferred.  
  • Demonstrated competency with computerized general ledger software.  
  • Advanced computer skills in MS Office programs, particularly Excel. 
  • Prior management experience and strong organizational skills. 
  • Excellent oral and written English and Arabic skills. 
  
Success Factors  
The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  The Compliance, Grants and Finance Manager must be willing to travel to Mercy Corps field offices and project sites.
