Mercy Corps, in partnership with the International Youth Foundation (IYF) and national organizations: the Palestinian Charity for Youth Economic Empowerment (CYEE), Save Youth Future Society (SYF), Youth Development Resources Center (YDRC) Hebron, YDRC Jericho, and YDRC Jabal Al-Nar, Al-Nayzak Organization for Supportive Education and Scientific Innovation, and Lutheran World Federation (LWF) – is implementing the USAID West Bank/Gaza-funded Positive Youth Engagement (PYE) Activity (Agreement No. 72029421CA00004) from September 24, 2021 to September 23, 2026. Through this cooperative agreement, PYE aims to provide 50,000 vulnerable youth with a transformational learning journey that includes a package of life-skills training activities, ways to design innovative youth-led and community-based initiatives, and unique interventions to advance youth education and work opportunities that will position youth positively within their communities, families, and among their peers.
The Reporting Officer will support PYE in developing the Activity’s communications and reporting deliverables working closely with the technical team and under the supervision of the PYE Chief of Party (CoP).
STRATEGY AND PLANNING
- Read background documentation including the PYE quarterly reports, work plans, Performance Management Plan (PMP), related qualitative data, lessons learned, challenges, and observations.
- Participate in technical discussions to develop a clear understanding of PYE mandate and implementation approach.
- Lead the writing of the bi-weekly, monthly, quarterly and annual reports, documents and updates on the PYE activities, challenges, and results.
- Support the team in developing of a rich content library including but not limited to factsheets, videos, most significant change stories, statistics, infographics, images, and other materials for use in both online and offline.
- Provide additional support in developing ad-hoc reports as required.
- Support the team in managing the sub-award reporting requirements for partners and ensure full compliance with sub-award /grant reporting requirements.
- Collaborate with PYE MEL team to ensure reporting is in line with PMP.
- Ensure full compliance with USAID regulations and guidelines.
- Finalize bi-weekly, monthly and 2 quarterly reports and other ad-doc reports as required.
- Finalize the development of at least 5 fact sheets and infographics, 20 most significant change stories, and other materials as required.
- Review partners’ reports and provide feedback as required.
- Support in developing lessons learned and best practice documents as required.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualifications & Transferable Skills
- 5+ of experience in relevant technical field (required)
- Positive Youth Development (PYD) Framework experience
- Demonstrated experience with writing technical documents
- Familiarity with USAID reporting requirements and USAID Youth technical approaches
- Full professional proficiency in spoken and written English language
The position is based in Ramallah, West Bank and it requires up to 10% travel to support country programs. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
