Mercy Corps’ Middle East, North Africa, and Europe (MENA/Europe) team continues to respond to the humanitarian and development needs with focus on resilience with programs across Iraq, Jordan, Lebanon, Palestine, Syria, Ukraine, and Yemen. With a commitment to deliver quality programs that impact, influence, and innovate at a regional as well as country level, the team’s regional structure provides support to the country offices in advancement of both individual country priorities and the collective regional strategy. This includes a New Initiatives Specialist who keeps track of the new business opportunities pursued in the region and supports on the more complex, strategic, and high value bids.
Purpose / Project Description:
The Consultant will work closely with the Mercy Corps MENA/Europe regional team and country teams on development/reviewing of proposal budgets, as needed. In particular, this could include consolidating multi-country budgets for regional submissions or providing support on particularly complex and strategic proposal budgets.
Consultant Activities:
The Consultant responsibilities will include:
  • Work with the in country finance team to develop overall budgets and budget narratives for proposal submissions
  • Provide guidance to partners on their sub-budgets and budget narratives, as needed
  • Work closely with regional NI and the RPT to ensure the final budget is compliant and competitive

Timeframe / Schedule:  
July 1, 2024 - June 30, 2025

 

The Consultant will report to: 
Alexandra Sturgill, New Initiatives Specialist, MENA/Europe

 

The Consultant will work closely with:
Mercy Corps Finance and Country Teams; Regional NI Specialist; Regional Finance Advisor

 

Required Experience & Skills:
  • BA/S or equivalent in accounting or relevant field
  • 5+ years finance management experience
  • 5+ years international accounting experience or non-for-profit accounting experience
  • Ability to clearly communicate ideas both verbally and in writing
  • Detail oriented, with proven ability to identify process improvements
  • Knowledge of rules and regulations governing the compliance /regulatory management of grants from US Government (USAID, BHA, UN) and other agencies 
  • Experience and skill with budget preparation and analysis, financial reporting preparation, and presentation and the proven ability to translate technical financial data into informative reports preferred
  • Demonstrated experience and understanding of generally accepted accounting principles, financial reporting, accounting systems, and budget development and administration
  • Experience with MS Office and accounting (general ledger) software
  • Ability to work effectively under tight deadlines
