Mercy Corps Mali Summary

Mercy Corps has been working in Mali since 2012 supporting vulnerable and at-risk Malian women, men, and youth to cope with food security and conflict-induced shocks and stresses, restore peace and stability, and address humanitarian and development structural challenges. Our programming consists of humanitarian response (food distribution, WASH, Shelter), building resilience (livelihood support) and social cohesion. With a rapidly growing portfolio of funding and programming from FCDO, USAID, Sida, EU and others, Mercy Corps Mali is implementing an integrated humanitarian, development, and conflict-prevention response to create a sustainable and impactful improvement in the human security of some of Mali’s worst conflict-affected areas. Mercy Corps is currently expanding its portfolio of programs across Mali to better support communities in preventing the further spread of violent conflict through several multi-year programs aimed at supporting human security, justice, and stabilization, as well as a combined humanitarian response in the center of the country that has supported the food, water, hygiene, shelter, and livelihood needs of over 100,000 persons in the last 18 months. The HR and Admin Manager is expected to hugely contribute to this progress.

 

General Position Summary

Mercy Corps Mali’s HR department has experienced significant turn over in the last few years, leading to loss of institutional memory. The current HR Manager joined the country team last June to cover the role that had been vacant. Additionally, the COVID-19 health crisis and the ensuing work adaptations (working from home) led to some deficiencies related to the authorization and filing of HR documents as pointed out by the recent Internal Audit Report. With a high turnover rate, a rapidly growing team, and the need to establish essential HR policy documents, the position will support the Mali HR department to set up and reinforce policies, systems and processes to bring to bear a highly efficient department and putting in place the right level of checks and balances and alignment with global HR standards.

 

Essential Job Responsibilities

 

RECRUITMENT, SELECTION AND PLACEMENT

        Coordinate with program managers to ensure all hiring requests are complete according to the Recruiting Policies and Procedures of Mercy Corps.

        Supervise recruitment process of national staff making sure that staff are following all required steps such as advertisement, shortlisting of CVs and interviews.

        Certify Mercy Corps Country personnel hiring strictly adhere to Country labor law and other rules and regulation as applicable.  That includes payment of appropriate taxes, benefits, security clearance of candidates before hiring etc.

        Ensure that an exit process for staff departing Mercy Corps is conducted in line with the HR policies and Mercy Corps requirements. 


ONBOARDING

        Collaborate with HQ to organize and help with the onboarding process for new hires.

        Ensure that orientation is conducted for each newly hired national and expatriate staff.

        Lead the development and implementation of consistent systems of new staff induction and service requests between HR and other departments.

        Ensure HR staff is providing new hires MC ID card, email and all relevant documents upon starting their positions. This includes signing of a Job Description, contract, policies and procedures especially the National Staff Handbook and Security Manual.

        Confirm new staff are trained on timesheet procedures.

 

HUMAN RESOURCE MANAGEMENT

        Verify that personnel and job files are being maintained to the required level in line with Mercy Corps rules and regulations, including recruitment documents, CVs, valid contracts, Personnel Action Forms (PAFs), timesheets, leave days, employee data sheets, disciplinary papers and annual performance evaluations.

        Ensure the performance review processes are completed on time and with quality results.  Train HR team and supervisors on how to properly conduct and track the evaluation processes. 

        Collaborate with Country Director to revise salary scale and participate in regular national salary surveys in order to ensure that that salaries and benefits are competitive within the market. 

        Assist with operational budget for staff as requested.

        Support in defining HR responsibilities of field offices in relation to the Bamako office.

        Work closely with all HR staff in Country/Region and make sure that HR services are provided on time, with high quality and compliant with policies and manuals.

        Liaise with program managers to ensure country org charts for programs and operations exist and positions are covered within budgets.  Make sure that org charts are updated on regular basis.

        Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.

TEAM MANAGEMENT

        Provide on the job coaching/mentoring to the HR team

        Support the HR manager in putting in place a countrywide staff capacity-building plan to address training and career progression needs as this is a source of great frustration in the country office.

        Develop the capacity of the team, deepen understanding of their roles and assist with career development.

        Provide basic trainings/inductions to managers and supervisors on HR processes (how to conduct performance assessments, support TMs in their career growth, understanding of the national employee handbook, etc).

        Assist team members with information, tools and resources to improve performance & reach objectives.

        Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one on ones and performance reviews.

        Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

        Hire, orient and lead team members as necessary.

 

POLICIES AND MANUALS

        Update the National Employee Handbook in line with latest Labor Law and clarify as necessary with staff.

        Support the finalization of core policy documents that are underway

        Monitor HR related laws, policies and “best practices” to ensure that personnel policies, employment practices, and compensation packages are within the limits of established guidelines, procedures, and policies of Mercy Corps and national laws.

 

ADMINISTRATIVE SUPPORT

        Ensure all administrative tasks assigned to the HR and Admin department are implemented accordingly

        Provide HR support to leadership as needed.

        Spearhead incoming requests from HQ related to national or expatriate staff.

Reports Directly To: CD

Works Directly With: Mali SMT, Global and Regional Finance advisors/officers (with authority for technical HR and Admin matters); Program Managers, Director of Programs.

 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills

        Master’s degree or equivalent in relevant field (Human Resource Management, Law, Social Sciences, etc.), masters preferred,

        Minimum 5 years field experience setting up and managing administration and human resource systems with humanitarian NGOs with supervisory responsibilities,

        Proven understanding of complex emergencies, related security concerns and appropriate responses with experience in Country/Region,

        Demonstrated attention to detail, following procedures, meeting deadlines and problem-solving independently and cooperatively.
        Knowledge of donor regulations including USAID, EC, FCDO, BHA.
        Excellent negotiation and representation skills.
        Proficiency with MS Office software required (Outlook, Word, Excel, PowerPoint).
        Excellent oral and written English skills required; proficiency in French is a plus.
        Ability to work effectively with an ethnically diverse team in a sensitive environment.

Living Conditions / Environmental Conditions

The position is based in Bamako, Mali with travel to project areas in the country, security permitting.

 

The position is unaccompanied, and housing is provided in shared accommodation.  Bamako is served by an international airport with daily flights to European and African destinations.  Restaurants and shopping options are available almost everywhere in Bamako. Health care services exist but for more serious conditions, medevac to Dakar, Senegal, the Maghreb or Europe may be required. There are international schools and Bamako is an accompanied family post. While the city has been mostly secure, recent attacks against foreigners underscore the fluidity of the situation and may require expatriate staff to adhere to strict security policies, such as restrictions on movement.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values always and in all in-country venues.
