The Office of the Attorney General is seeking applicants to serve as Principal Counsel to the State Treasurer. The Principal Counsel leads and provides strategic direction for the legal team serving the State Treasurer’s Office (STO). In this leadership role, the Principal Counsel directly supervises a team of two Assistant Attorneys General (AAGs) and one support staff member, guiding their work in support of STO’s goals related to oversight of the State’s general obligation debt issuance, banking and treasury management services, insurance programs, and Maryland 529 programs. This role involves not only overseeing the quality and timeliness of legal work but also mentoring and advising attorneys on legal strategy and substantive issues, particularly in relation to STO’s finance and grant programs.

 
In addition to supervisory responsibilities, the Principal Counsel contributes to office management and legal operations by assigning programs, coordinating workloads, and ensuring the efficient and effective delivery of legal services—all while maintaining an individual caseload focused on providing legal advice related to debt and Maryland 529 matters.
 
Working in coordination with the Office of the Attorney General, the Principal Counsel will advise the Treasurer, STO leadership, and other STO staff, and will also serve the Attorney General. The Principal Counsel will provide guidance on rules governing the tax-exemption of the State’s bonds; write letters and legal memoranda; assist with various boards and commissions; draft program documents, legislation, and regulations; interpret statutes; and advise STO on legal matters related to tax-exempt financing, college savings and ABLE programs, procurement, and laws applicable to State government agencies, among other areas as required.
 
The Principal Counsel will also be responsible for setting office policies and priorities; requesting and allocating resources; supervising team members; and ensuring that each team member understands and effectively performs their assigned duties. The Principal Counsel will reassign staff as needed to ensure timely and efficient service to the client, balance workloads, provide professional development opportunities, and make optimal use of team members’ talents. The Principal Counsel is expected to provide regular feedback on performance, encourage a high level of cooperation and professionalism, and foster a productive work environment. Additionally, the Principal Counsel may be required to handle portions of other team members’ workloads during periods of high demand or staff absence.
