The Maryland Department of Commerce (Commerce) is the state's primary economic development agency that stimulates private investment and creates jobs by attracting new businesses, encouraging the expansion and retention of existing companies, and providing workforce training and financial assistance to Maryland companies. Commerce also promotes the state's many economic advantages and markets local products and services at home and abroad to spur economic development and international investment, trade and tourism.
The OAG team at Commerce provides legal representation on all operations, including its various tax incentives, grant, loan, investment, and bond programs. The team also supports Commerce in the areas of tourism, film production, and arts promotion programs. In addition, the OAG team manages the representation of several independent executive agencies: the Maryland Agricultural & Resource-Based Industry Development Corporation (MARBIDCO), the Bainbridge Development Corporation, the Maryland Clean Energy Center (MCEC), the West North Avenue Development Authority (WNADA), and the Tri-County County Council of Southern MD.
Specific duties of the Deputy Principal Counsel include providing oral and written advice on Commerce’s legal authority under its enabling legislation and other State and federal law governing its general operations, specific programs, and proposed programmatic goals. The Division Director/Principal Counsel researches state and federal law on novel issues (including constitutional questions); reviews and suggests potential revisions to proposed legislation and regulations; and drafts/reviews/revises memoranda of understanding, inter-agency agreements, and grant agreements. Finally, the Division Director/Principal Counsel supervises a team of ten (10) professionals that include seven (7) attorneys, two (2) paralegals, and (1) office manager – providing mentorship and review of work product as needed
