The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness. 
 
The People’s Insurance Counsel Division (PICD) of the Office of the Attorney General of Maryland is seeking a motivated and detailed-oriented law clerk to support our legal team for Summer 2026. This is an excellent opportunity for current law students or recent graduates to gain hands-on experience in government legal practice, including litigation, regulatory compliance, and policy development.
 
The state legislature created the People’s Insurance Counsel Division (PICD) of the Attorney General’s Office to represent consumer interests when insurance companies revise homeowners and medical professional liability insurance rates and to voice consumer concerns before the legislature. We review complaints filed by consumers with the Maryland Insurance Administration (MIA) and help complainants understand the complaint resolution process. PICD also reviews the rate, rule, and form filings submitted by the insurance companies to MIA for their business in Maryland.  PICD reviews matters to determine if the rates are excessive, inadequate or unfairly discriminatory. Finally, PICD reviews other issues that may arise in the Maryland General Assembly with respect to these two lines of insurance.
 
The law clerk’s duties will generally include research and writing on:
  • Conduct industry and legal research and draft memorandums on issues of importance to Maryland homeowners and medical professionals
  • Issues of concern in the homeowners insurance market in Maryland, such as unfair discrimination, dog breeds, condominium insurance, and weather-related claims matters
  • Review and summarize consumer complaints and administrative records
  • Statutory construction and legislative history of Maryland Insurance laws
  • Complaints submitted to the Maryland Insurance Administration, the effect on Maryland consumers, and legal arguments
  • Factors in insurance company rate and rule filings and the effect on Maryland consumers
  • Assist with legislative and regulatory review and analysis
  • Perform other duties as assigned in support of the legal team
    Minimum Qualifications:
    • Current enrollment in an accredited law school
    • Strong legal research and writing skills
    • Demonstrated interest in public service, administrative law, or litigation
    • Ability to manage multiple assignments and meet deadlines
    • Familiarity with Westlaw, LexisNexis, or other legal research tools
    • Professionalism, discretion, and a commitment to ethical legal practice
    Preferred Qualifications:
    • Experience working in a public law office, legal clinic, or government agency
    • Coursework in administrative law, constitutional law, or public interest law
    • Familiarity with Maryland law and court procedures

    • Summer 2026 end dates are August 14 - 31, 2026
