POSITION SUMMARY
The Construction Management Representative (CMR) serves as MATA’s on-site representative for capital construction and infrastructure improvement projects. Assigned to the Planning Department, the CMR plays a critical role in ensuring that construction activities are executed in accordance with approved plans, specifications, schedules, and applicable federal, state, and local requirements. This position acts as a liaison between MATA, contractors, design consultants, regulatory agencies, and the public to facilitate the successful delivery of transit infrastructure projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•    Serve as MATA’s primary on-site representative during all phases of construction, from mobilization through project closeout.
•    Monitor contractor performance to ensure compliance with contract documents, approved construction plans, specifications, and applicable codes.
•    Conduct regular field inspections, document observations, and prepare daily construction reports, inspection logs, and photographic records.
•    Review and track submittals, shop drawings, requests for information (RFIs), change orders, and other project documentation in a timely manner.
•    Coordinate with design engineers, project managers, and regulatory agencies to resolve field conflicts and technical issues.
•    Monitor project schedules and budgets; identify potential delays or cost overruns and escalate concerns to the Chief of Logistics and Planning Officer.
•    Ensure contractor adherence to safety plans, environmental compliance requirements, and MATA’s standards for workmanship and quality.
•    Facilitate and document pre-construction meetings, progress meetings, and site walks with project stakeholders.
•    Review contractor pay applications and assist in the evaluation of contractor claims or disputes.
•    Coordinate construction activities to minimize disruption to MATA transit operations, passengers, and the surrounding community.
•    Maintain organized and complete project files, ensuring documentation supports FTA and other funding agency audit requirements.
•    Support the Planning Department with project reporting, grant compliance, and capital program coordination as needed.
•    Perform other duties as assigned.

MINIMUM QUALIFICATIONS
Education
•    Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or a closely related field; OR an equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the position.
Experience
•    Experience in construction inspection, construction management, or a related field is preferred; however, candidates with relevant internship, co-op, or academic project experience are encouraged to apply.
•    Experience with public agency or transit-related construction projects is a plus.
Licenses & Certifications (Preferred)
•    Valid Tennessee driver’s license with an acceptable driving record.
•    Construction Inspection certification (e.g., ACI, ICC, NICET) or ability to obtain within 12 months of hire.
•    OSHA 10 or OSHA 30 certification.

KNOWLEDGE, SKILLS & ABILITIES
•    Working knowledge of construction methods, materials, and industry standards.
•    Ability to read and interpret construction drawings, specifications, and contract documents.
•    Familiarity with federal transit project requirements (FTA regulations, DBE compliance) is desirable.
•    Strong written and verbal communication skills; ability to prepare clear and accurate reports and correspondence.
•    Proficiency with Microsoft Office Suite; experience with project management software is a plus.
•    Ability to work independently in a field environment, exercise sound judgment, and manage competing priorities.
•    Commitment to safety, quality, and delivering projects that serve the public interest.

WORKING CONDITIONS
Work is performed in both office and outdoor field environments. The position requires regular site visits to active construction sites, which may include exposure to varying weather conditions, construction noise, and physical hazards. The CMR must be able to walk, stand, climb, and navigate uneven terrain for extended periods. Personal protective equipment (PPE) is required on all job sites.
