JOB TITLE: Manager Trolley Infrastructure

DEPARTMENT: Trolley

RESPONSIBLE TO: Director Trolley Operations and Maintenance

SALARY: $75,000

JOB FUNCTION: Responsible for providing first-line management of the daily operations of the trolley infrastructure maintenance team, including maintenance inspections, training, certification, cleaning and repair work. Supervises preventative maintenance of rail and track, trolley stations, power substations, and overhead contact system and other rail related signal or grade crossing equipment.

 ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. The primary responsibility of this position is to ensure safe, secure, and regulatory compliant operational maintenance practices.
  2. Provide supervision in the daily operations of maintenance infrastructure work for MATA. Supervise work groups (MATA and Contractors) in any area in the Trolley Infrastructure Division.
  3. Operate wayside equipment as needed to perform job duties while following approved training practices, rules and procedures.
  4. Provide supervision of employees and ensure employee compliance with general shop and rail standards and rules, such as those of the Occupational Safety and Health Administration, FRA Title 49 (Track Safety Standards, Part 213), and the American Public Transportation Association.
  5. Understand and interpret the Labor Agreement and work collaboratively in a union environment.
  6. Assist with assigning work schedules, coordinating work between shift groups, and evaluating the performance of Trolley/Rail Infrastructure employees under immediate supervision.
  7. Monitor established procedures and work methods for the Trolley Infrastructure Department and employees. Continuously monitor the efficiency and effectiveness of service delivery methods and procedures.
  8. Instruct and train new Trolley Infrastructure personnel and evaluate employees under immediate supervision through job performance evaluations. Work with employees to correct deficiencies and administer disciplinary action when warranted.
  9. Represent the company’s position and interest effectively in dealings with local governments, outside contractors, vendors, and engineering consultants.
  10. Inspect Infrastructure equipment and property for signs of damage or wear and report deficiencies.
  11. Operate, maintain and troubleshoot power substations (including, but not limited to, power transformers, protection relays, circuit breakers) and respond to alarms.
  12. Perform inspections of overhead contact system, track, substation, station, building and administer preventive maintenance according to the Department’s maintenance plan.
  13. Follow safe working practices and procedures while performing all duties.
  14. Responsible to enter and review the required paperwork and documentation of preventive maintenance in Trapeze or Munis.
  15. Manage repair/adjustments for the Riverfront and Madison re-activation.
  16. Assist in the certification of Madison Line, Riverfront Line and other projects.
  17. Function as the Project Manager for Infrastructure projects
  18. May be required to work weekends and nights and to be on-call 24 hours a day.

OTHER DUTIES AND RESPONSIBLILITIES:

  1. Requisition trolley parts for repair jobs.
  2. Repair or adjust track switches using wrenches and replacement parts.
  3. Clean or make minor repairs to machines or equipment.
  4. Must be able to respond to unexpected or emergency situations which may occur on any day and during any shift.
  5. Assume additional responsibilities as required.

MINIMUM QUALIFICATIONS:

Education: High school diploma or GED required. An advanced degree in a related field is preferred. Relevant years of  related work experience will be considered in lieu of a degree.

Other:

  1. Minimum 5 years' experience in rail, preferably light rail.
  2. Knowledge of AC and DC power.
  3. Basic computer skills to include Word and Excel.
  4. Must possess good oral, written and supervisory skills and be able to communicate effectively and appropriately with co-workers, the public and other stakeholders as well as at all levels of the organization.
  5. Experience in supervising a unionized workforce.
  6. Proven track record in troubleshooting and problem solving.
  7. Demonstrated experience in safety compliance and is dedicated to safety.
  8. Valid driver's license; CDL preferred. Should be able to operate a service truck or a bucket truck.
  9. Predictable and reliable attendance.
  10. Good oral and written skills in English.
  11. Must be willing to comply with MATA’s Drug and Alcohol Policy. and must always comply with safety and COVID protocols. 

Environment:

  1. The job requires the individual to follow standard operating safety and security procedures, be alert, and take necessary precautions (e.g., wearing/using protective clothes and equipment) to avoid possible injuries that may result from walking on irregular ground, working around moving equipment and other types of equipment, and working at high heights and elevations.
  2. Applicant must be able to withstand exposure to weather conditions, dust, engine fumes, and extreme noise levels with appropriate PPE in use, and must be able to work in an office work environment or a rail or bus shop environment and work outdoors in varying weather and environmental conditions.
  3. Frequent sitting but will require standing, walking, bending, stooping, crouching, kneeling, pushing, and pulling depending on the work to be accomplished.
  4. May be required to lift, push, or move up to 50 lbs. as lifting parts and materials overhead is required. Will need to be able to reach with hands and arms and be able to finger, handle or feel.
  5. Applicant must be able to climb on a ladder or other equipment up to heights such as on roof of buildings at MATA facility.
  6. The job requires normal visual acuity (close, distance and color vision as well as peripheral vision, depth perception and ability to adjust focus).
  7. Must have the use of sensory skills (talk and hear) to effectively communicate and interact with other employees and the public using a telephone, personal contact or written communication means.
  8. Physical capability to use and operate office related equipment such as, but not limited to, computer, calculator, copier, and fax machine.
