Position title: Mid Regulatory Permitting Specialist
Location: Remote - LATAM

Position Overview
This role at Lean Tech requires an experienced Regulatory Permitting Specialist to lead environmental and land use permitting efforts supporting well development and infrastructure projects within the oil and gas industry. The position involves managing regulatory compliance processes, including CEQA and NEPA requirements, while ensuring timely and accurate permitting submissions.
The role demands strong project management capabilities, technical expertise in environmental regulations, and the ability to collaborate cross-functionally with engineering, operations, and environmental teams. Operating in a fast-paced, project-driven environment, this position plays a critical role in ensuring compliance, minimizing risk, and supporting efficient project execution.
Key Responsibilities
  • Lead land use permitting and environmental site assessments for well development and infrastructure construction projects.
  • Provide strategic direction and oversight for regulatory compliance, including environmental permitting and land use processes aligned with CEQA and NEPA requirements.
  • Manage CEQA and NEPA-driven projects, including Initial Studies, Environmental Impact Reports (EIRs), Environmental Impact Statements (EISs), and site assessments.
  • Coordinate with internal Regulatory Permitting teams to define and execute permitting strategies and ensure compliance with state and local regulations.
  • Collaborate with cross-functional teams including Asset Development, Well Operations, Surface Operations, Reservoir Engineering, and HSE to align permitting efforts with project objectives.
  • Prepare and deliver accurate and timely permitting submittals to support Notices of Intent (NOI) and other regulatory requirements.
  • Manage multiple concurrent projects while maintaining quality standards and meeting deadlines.
  • Provide permitting support for drilling, redrilling, and well rework activities.
  • Partner with reservoir management teams on Underground Injection Control (UIC) applications and CEQA compliance considerations.
  • Maintain working knowledge of CalGEM statutes and regulations, providing interpretation and guidance as needed.
  • Review technical documentation to ensure regulatory compliance and completeness.
  • Conduct research on regulatory requirements and prepare submissions to agencies such as CalGEM, Water Boards, and other state and local authorities.
  • Utilize GIS tools to develop, review, and validate site plans and mapping requirements.
Required Skills & Experience
  • 3 to 5 years of experience in regulatory permitting within the oil and gas industry.
  • Bachelor’s degree in Environmental Science, Engineering, Geology, GIS, Planning, or a related field.
  • Working knowledge of CEQA and/or NEPA regulatory processes.
  • Proficiency with GIS tools such as ArcGIS.
  • Strong project management and organizational skills, with the ability to handle multiple priorities.
  • Excellent written and verbal communication skills, including technical documentation.
  • Strong attention to detail with a focus on regulatory compliance and accuracy.
Preferred Skills & Experience
  • Experience with CalGEM regulations and permitting processes.
  • Experience with Underground Injection Control (UIC) permitting and reservoir-related regulatory activities.
  • In-depth knowledge of CEQA, CalGEM, and BLM regulations.
  • Project management experience within regulatory or environmental contexts.
  • Exposure to facilities engineering, reservoir engineering, drilling, or well operations.
