MISSION & VISION STATEMENT:

 

The Kewa Pueblo Health Corporation (KPHC) is established for the purposes of carrying out the vision and mission of the Santo Domingo Health Center (SDHC). POSITION PURPOSE:

 

The Director of Information Technology provides overall vision, leadership, and management for the development and implementation of technology plans and systems to ensure cost efficient and effective, quality systems that are in accordance with the Kewa Pueblo Health Corporation strategic objectives.

ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES:

  • Serves as primary contact regarding the Santo Domingo Health Center’s [S1]information technology systems specifically hardware and applicable application programs. Determines what support system software is required, performs, feasibility studies, advises supervisor of the benefits of (and resources needed for) alternate approaches, and recommends a course of action. Performs analysis of equipment requirements and prepares recommendations from an Information Risk Management (IRM)/IT standpoint, to include estimates of funding and time phasing requirements. Initiates, designs, and conducts feasibility studies to determine optimal approaches for the application of information technology to support the Santo Domingo Health Center’s healthcare delivery and management.
  • Analyzes national[S2] and local data requirements, utilizes existing systems and designs new systems for the collection, manipulation and reporting of data information systems, program planning, financial management, personnel management, third party billing, and operations research and management.
  • Consults with CEO, supervisor and IT Technicians for application of system and studies or testing of certain equipment and application reporting requirements. Provides written narrative report to supervisor.
  • Provides technical support and consultation to Santo Domingo Health Center users and management to achieve the implementation of new applications and the maintenance of previous applications. Analyzes software alternatives (with a view to compatibility with existing software, implementation costs, etc.) and recommends procurement action to supervisor.
  • Provides technical support and maintenance to achieve the implementation of upgraded applications, database files, user files, and installation of network printers. Maintains the internal network and troubleshoots, corrects and reports on all networking problems to the CEO and supervisor.
  • Analyzes software alternatives (i.e. new print server applications to comply with various operating systems in applicable associated networks); implements changes by installation and configuration and recommends appropriate action to supervisor.
  • Maintains all associated local area network hardware from the server to peripheral equipment level by performing routine preventative maintenance. Identifies and repairs basic computer problems involving hardware and software packages.
  • Provides technical support, installation, and maintenance of new servers, printers, print servers, networking equipment etc. within the Santo Domingo Health Center. Analyzes procedural alternatives (i.e. special setup needs or modification to new systems), implement changes by installation and configuration and recommends appropriate action to supervisor.
  • Maintains positive participation in all levels of the decision making process.
  • Conducts research and develops technology plans and budgets for specific products, services, or systems; provides management oversight of department and organizational technology budget.
  • Develops the Information Technology Department processes and procedures and oversees the development and function of the department and personnel.
  • Manages multiple information and communications systems and projects, including voice, data, imaging, and office automation.
  • Oversees and participates in the planning, design, implementation, and evaluation of the systems that support end users in the productive use of computer hardware and software.
  • Oversees and evaluates system security and back-up procedures. Performs annual security risk analysis of systems and processes.
  • Establishes and maintains professional business relations and communications with vendors, public entities, and internal departments to improve information security.
  • Ensures ongoing continuing education in emerging technologies for self and department members.
  • Provides leadership, oversight, and mentoring to Information Technology Department team for performance and career development and overall responsibility for all projects and activities.
  • Implements and manages information security directives as mandated by HIPAA.
  • Ensures the ongoing integration of information security with business strategies and requirements.
  • Ensures that the access control, disaster recovery, business continuity, incident response, and risk management needs of the organization are properly addressed.
  • Leads information security awareness and training initiatives to educate workforce about information risks and lead incident response team to contain, investigate, and prevent future computer security breaches.
  • Performs ongoing information risk assessments and audits to ensure that information systems are adequately protected and meet HIPAA certification requirements.
  • Works with leadership to develop, implement, and maintain effective employee communication and information system coordination with internal departments, management, and team members.
  • Perform all other duties as assigned.

 

MINIMUM MANDATORY QUALIFICATIONS:

 

Education:

 

  • Bachelor’s Degree in Computer Information Systems, Computer Science or other related field, or at least eight (8) years equivalent work experience in lieu of education requirement.

 

Experience:

  • Minimum of five (5) years of internal technology management and interrelated business processes in a LAN environment, demonstrating a progression in complexity and scope in a professional business environment, preferably in a healthcare services environment including a minimum of two years’ experience in a supervisory position.

 

Mandatory Knowledge, Skills, Abilities and Other Qualifications:

 

  • Knowledge of extensive computer systems, organizational technology systems, implementation, project management, team leadership, organizational, and analytical skills.
  • Excellent verbal and written communication, presentation, and negotiation skills.
  • Experienced in the management of both physical and logical information security systems.
  • Strong technical skills (application and operating system hardening, vulnerability assessments, security audits, TCP/IP, intrusion detection systems, firewalls, etc.).
  • Must possess a high degree of integrity and trust along with the ability to work independently.
  • Ability to weigh business risks, apply and enforce appropriate information security measures.
  • In-depth knowledge of the HIPAA Security Rules, Privacy Act, Security Awareness, and other government technology laws.
  • A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers.
  • Ability to perform other duties as assigned.
  • Incumbent may be required to work day, evening or holiday shifts.

 

PREFERRED QUALIFICATIONS:

 

  • Experience with multiple site systems and various computer program systems (i.e. Microsoft Office Suite, etc.).
  • Extensive knowledge of servers, fiber optics, data lines, cloud networking systems, encryption, etc.
  • CISSP (Certified Information Systems Security Professional) certification or other equivalent certification.
  • Bilingual skills in English and the Keres native language.
  • Prior experience working with Indian Health Services (IHS), a Tribe or Tribal Organization.

 

WORK ENVIRONMENT:

 

The work environment characteristics described here are representative of those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. This position may be exposed to certain health risks that are inherent when working within a health center facility.

 

PHYSICAL DEMANDS:

 

The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk and hear. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with patients, vendors and staff.

 

MENTAL DEMANDS:

 

There are a number of deadlines associated with this position. The employee must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.

Salary Range:  From $103,933 to $155,900
