Hiring Range: This position has a compensation range that spans the salary threshold for Washington State. As a result, the candidate’s qualifications, including education, experience, and other relevant factors, will determine whether the position is classified as non-exempt (hourly) or exempt (salaried).
Non-Exempt (Hourly): $36.15 - $38.53 per hour
Exempt (Salaried): $80,168.40 - $93,974.40 per year

Kitsap Mental Health Services (KMHS) is seeking an Engagement and Outreach Supervisor to lead a mobile team focused on connecting individuals to outpatient behavioral health services. This position helps ensure clients who are difficult to reach receive timely engagement efforts and support that promotes continued participation in care. The role strengthens access to services while helping staff respond effectively to complex clinical situations in the community. Primary Responsibilities:
• Facilitate the day-to-day clinical operations of the Engagement and Outreach team.
• Ensure appropriate staffing coverage and timely delivery of services.
• Evaluate client engagement efforts and support clinicians in coordinating outreach and treatment activities.
• Monitor clinical work through supervision, chart reviews, and review of electronic medical record reports.
• Provide clinical consultation, coaching, and feedback to staff.
• Support staff in developing treatment goals, engagement strategies, safety plans, and discharge plans.
• Assist clinicians in delivering evidence-based behavioral health interventions.
• Ensure treatment planning addresses physical health, housing, and vocational needs identified by clients.
• Lead implementation of integrated treatment approaches for individuals with co-occurring mental health and substance use disorders.
• Coordinate with KMHS substance use treatment services and Pacific Hope and Recovery Center.
• Assist clinicians with care coordination, problem solving, and collaboration with agency programs and community resources.
• Accompany staff to community meetings when needed to support partnerships and client care.
• Participate in the Supervisor On-Call Rotation and assist with walk-in clients in crisis.
• Support communication and coordination with community organizations, law enforcement, advocacy groups, family members, Ombuds services, and other human service providers.
• Assist with coordination of care for clients receiving services across KMHS programs.
• Monitor medication adherence and coordination of medication services with KMHS Medication Services.
• Collaborate with housing programs regarding placement opportunities and supportive housing resources.
• Participate in Adult Outpatient Program development, quality review activities, and management tasks.
• Work with other supervisors and managers to support continuity of care across programs.
• Assist with policy development and problem-solving related to clinical and fiscal challenges.
• Maintain a safe working environment and model effective crisis intervention practices.
• Assist clinicians with risk assessments, safety planning, and coordination with crisis services.
• Participate in cross-system committees and agency initiatives as assigned.
• Hire, train, coach, schedule, and supervise Engagement Specialists.
• Collaborate with program leadership on performance management and annual evaluations.
Minimum Qualifications:
EDUCATION: Master's degree in psychology, social services, social work, or relevant behavioral health field.
EXPERIENCE: Specialist (minimum 5 years of job-related experience). This position requires driving clients in a personal vehicle on behalf of the agency. Incumbent must meet all agency driving requirements, including being at least 21 years old, having been licensed for a minimum of three years, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver’s license in the state of Washington, and having reliable, insured transportation.
LICENSURE / CERTIFICATION: Agency Affiliated Counselor Registration. Must meet and maintain the definition of a Mental Health Professional as defined in WAC 388-877-0500.
Minimum Qualifications:
EDUCATION: Master's degree in psychology, social services, social work, or relevant behavioral health field.
EXPERIENCE: Specialist (minimum 5 years of job-related experience).
This position requires driving clients in a personal vehicle on behalf of the agency. Incumbent must meet all agency driving requirements, including being at least 21 years old, having been licensed for a minimum of three years, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver’s license in the state of Washington, and having reliable, insured transportation.

Preferred Qualifications:
EXPERIENCE: Expert (established subject matter expert, 7+ years of experience)
Experience in co-occurring disorders treatment, individual and group therapy, or substance abuse treatment. Two years supervisory experience preferred.
LICENSURE: Washington License (LICSW, LMFT or LMHC).
Performance Requirements:

• Knowledge of current community mental health trends, including health care reform, current assessment, the treatment approach for clients with co-occurring disorders, and behavioral health medications.
• Knowledge of mental health rehabilitation standards.
