Hiring Range: $26.89 - $33.61 Per Hour

Kitsap Mental Health Services (KMHS) is hiring a HARPs Supervisor to provide leadership and program oversight for our Housing and Recovery through Peer Services (HARPs) program and Peer Bridger team. This role plays a critical part in connecting individuals with housing, behavioral health, and supportive services, ensuring quality care, and fostering strong partnerships across the community. The HARPs Supervisor provides supervision, training, and mentoring to staff while also carrying a small caseload to directly support clients in their recovery journey.



Primary Responsibilities:

• Partner with Kitsap Community Resources (KCR) to coordinate housing supports for HARP participants.
• Collaborate with community providers, courts, law enforcement, hospitals, and social services to connect clients with appropriate programs and resources.
• Assess referrals and ensure eligibility for HARPs services.
• Supervise, train, and mentor HARPs and Peer Bridger staff, monitoring daily operations, quality of care, and compliance.
• Provide oversight of program fidelity, RCW/WAC compliance, documentation standards, and reporting requirements.
• Conduct regular chart reviews to ensure quality and accountability.
• Develop and manage program budgets, resolving fiscal and reporting issues with Accounting and IS as needed.
• Maintain collaborative relationships with KMHS programs including Hospital Liaison, Crisis Response, Residential Services, Outpatient Teams, and Medical providers.
• Promote knowledge of HARPs and Peer Bridger programs among referral sources and community partners.
• Carry a part-time caseload and assist with client care coordination and recovery planning.
• Provide linkages to KMHS services, external resources, and community supports while ensuring continuity of care.
• Respond to crisis situations and provide interim support until Mobile Crisis Outreach Team arrives.
• Recruit, hire, coach, and develop HARPs staff; conduct performance evaluations.
• Document services, maintain compliance with policies, and participate in staff meetings and professional development.

 

Minimum Qualifications:

EDUCATION: Bachelor’s Degree in Psychology, Social Services, or related field OR four years of housing experience.

EXPERIENCE/SKILLS: Two (2) years’ experience working with clients with mental illness.

This position requires driving clients in a personal vehicle on behalf of the agency; therefore, the incumbent must meet agency driving requirements, including meeting the minimum age requirement of 21 years old, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver's license in the state of Washington, and having reliable, insured transportation.

 

LICENSES/CREDENTIALS: Agency Affiliated Counselor Registration.

 

 

Preferred Qualifications:

 

EXPERIENCE/SKILLS: Five (5) years of experience working with clients with mental illness. Experience in co-occurring disorders treatment, housing and supportive services, and substance abuse treatment.

LICENSES/CREDENTIALS: Certified Peer Counselor and Peer Supervisor Certification.

WORKSITE #2: Outreach and client homes.

REQUIREMENT: Active Driver’s license with an acceptable motor vehicle report and reliable, insured transportation.

 

Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, etc.

 

Work Environment: Office, outreach. Frequent mobility and/or sitting required for extended periods.

 

 

Mental/Physical Requirements: While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen.  Peripheral vision is also required for this position.
